Current Vacancy Bureau of Planning and Sustainability The Bureau of Planning and Sustainability (BPS) is seeking to fill a City Planner II - Environmental position within the bureau's River, Environmental and Resilience Team. As the City of Portland's long-range planning bureau, BPS coordinates and leads complex multi-agency projects that shape Portland's built environment and the lives of its residents.
The City Planner II - Environmental participates in long range planning projects focused on the integration of natural resource functions into the built environment by incorporating green infrastructure, natural resource protection and restoration into plans and project designs. This requires analyzing issues in the context of complex existing or potential policies and code provisions and explaining the results and recommendations clearly and persuasively. This frequently results in the need for the City Planner II - Environmental to draft or amend policies and regulations. This position works within collaborative project teams and may serve as a project manager or coordinator. The successful candidate will work under the general direction of a Supervising Planner.
This position is on the River, Environmental and Resilience Team. This team both leads and collaborates with other City bureaus in developing plans for Portland's rivers and natural resources; updates to Portland's natural resource inventories, environmental and floodplain policies and regulations (e.g., environmental and greenway overlay zones); and plans to address natural hazards (extreme rain and flooding, extreme heat, wildfires and smoke, landslides) and other resiliency and climate change topics. This group provides technical assistance to BPS and other planning projects.
As a City Planner II - Environmental, you will:
• Coordinate complex planning projects to develop policies, planning recommendations or develop solutions to long- and short-term problems; designs and coordinates projects by identifying problems, determining methodology, setting project goals and objectives and developing work plans and budgets. • Evaluate project proposals or plans for compliance/consistency with applicable codes, criteria, requirements, and regulations. • Research policy issues and conditions; collect information regarding study needs from other sources; conduct and analyze surveys, inventories, and evaluations. • Develop and implement public involvement and outreach processes, with a focus on engaging historically marginalized and underserved communities; prepare written and graphic materials and presentations for a range of audiences. • Facilitate public meetings and workshops; coordinate work with outside groups, inter-bureau representatives and co-workers to discuss issues and develop bureau policy. • Answer questions and provide information and assistance to the public in person, by telephone and in writing; document citizen feedback. • Develop and monitor the work program of technical and community advisory committees, professional service contractors, inter-bureau work groups, and ad-hoc project-specific teams; assist in drafting scope of work documents, requests for proposals, funding proposals, and budget-related documents. • Present project deliverables to the City Council and other decision-making bodies. • Manage professional service contracts and intergovernmental agreements; drafts requests for proposal, contracts, and scope of services; participate in consultant selection process; coordinate and review the work of consultants; monitor work programs and schedules to ensure terms of contract are met and project is completed in a timely manner.

Potential Vacancy Bureau of Development Services The City Planner II - Environmental position at the Bureau of Development Services performs reviews of complex development proposals and plans for compliance with Title 33 Zoning Code and applicable environmental codes, approval criteria, requirements, and regulations. The next CEO will be an authentic storyteller, entrepreneurial visionary, exceptional fundraiser, and sales strategist who will drive the co-creation of MSP’s next iteration of a vision and strategic plan. HISTORY AND VALUES
Mind Share Partners grew out of the idea that both employees and organizations should and could thrive in working relationships. Founder Kelly Greenwood knew that mental health is integral to the future of work as well as to diversity, equity, and inclusion. Old systems, practices, and styles that were negatively impacting employee mental health needed to be reevaluated in an effort to improve the future of work and DEIBJ in our country. Since 2020, workplace mental health has moved from a nice-to-have to a must-have, but few workplaces know how to execute well in this area. The pandemic’s lasting effects, racial reckoning, the political divide, and other factors created an unprecedented awareness of the mental health challenges and has normalized the conversation. OPPORTUNITIES AND EXPECTATIONS FOR THE CEO
The CEO will be a seasoned executive leader (10+ years in a senior leadership role) who can passionately and authentically speak to current challenges in workplace mental health, the demands that C-Suite leadership and employees are facing to create and sustain supportive environments, and advocate for practical solutions. In collaboration with the Board and team, the CEO will create a 3–5-year strategic plan to grow and position MSP in an increasingly competitive client services landscape of well-resourced for-profit market players. Essential to success will be: (1) networks and relationships to drive business opportunity in client services and with new major donors, (2) examination and evolution of the client services portfolio to drive growth and maximize earned revenue, and (3) capacity and skill to drive thought leadership, movement building, and communications activities to support strategic growth and impact.
Revenue Generation: Fundraising & Sales The CEO will demonstrate skill in fundraising and resource development, including securing major gifts from high-net-worth individuals, foundation grants, corporate sponsorships, and the like to fuel growth. A core responsibility of the CEO will also be to drive sales and effective market positioning for the client services work. In addition to bringing networks and relationships for potential new work, they will build on a unique mission identity as a nonprofit and support development of new offerings that meet the moment for companies looking for tailored, flexible tools and strategies to measurably improve workplace mental health.

HISTORY AND VALUES
Mind Share Partners grew out of the idea that both employees and organizations should and could thrive in working relationships. OPPORTUNITIES AND EXPECTATIONS FOR THE CEO
The CEO will be a seasoned executive leader (10+ years in a senior leadership role) who can passionately and authentically speak to current challenges in workplace mental health, the demands that C-Suite leadership and employees are facing to create and sustain supportive environments, and advocate for practical solutions. In collaboration with the Board and team, the CEO will create a 3–5-year strategic plan to grow and position MSP in an increasingly competitive client services landscape of well-resourced for-profit market players. Job Purpose
The Program Assistant will join the Innovation team to support the existing Ray of Hope Prize program. The Program Assistant will work closely with the Director of Innovation and corresponding Program Manager to assist in participant scouting and recruitment, program logistics, and project management.
Essential Functions
Assist in the annual participant recruitment process for the Ray of Hope Prize. This includes:
Organizing and managing the application software and processes.
Conducting ongoing technology, research, and startup scouting to help fill the program pipelines.
Documenting and tracking applicants throughout the evaluation process.
Assisting with application evaluations and due diligence.
Coordinate logistics for our hybrid program offerings. Typical programs include virtual programming and a 1 week-long in-person event. The Program Assistant will work with the Program Manages to secure in-person event logistics to ensure a successful and impactful one-of-a-kind experience for our participants.
Assist Program Manager with program development and implementation. This includes:
Engaging and managing external stakeholders and volunteers such as mentors or Selection Committee members.
Assisting the development of digital and in-person training content.
Along with Program Manager and Director of Innovation, supporting participants as they progress through our programs.
Collect and analyze participant and alumni metrics, updating our databases (Airtable, Copper) on an ongoing basis. Work across the Biomimicry Institute team (AskNature, Education, Comms & Development) to assist with development of public facing content about our participants and alumni.
Clearly document and update tasks, projects, and procedures via our project management software (Asana).
Assist with the implementation of special projects, such as the annual Ray of Hope Prize video series or the Quarterly Innovation Newsletter.

QUALIFICATIONS
Education and Experience
A BA or BS degree in the sciences, engineering, or business is desired.
Specific knowledge of biomimicry is encouraged; however new hires without this experience will complete training (e.g. fundamentals course) in biomimicry.
A minimum of 2 years of relevant experience is necessary for this position. Relevant experience could include but is not limited to experience working within a startup, project management, sustainability consulting, etc.
Experience organizing in-person events is highly desirable.
Experience with database and contact management systems is preferred.

Education and Experience
A BA or BS degree in the sciences, engineering, or business is desired.
Specific knowledge of biomimicry is encouraged; however new hires without this experience will complete training (e.g. fundamentals course) in biomimicry.
A minimum of 2 years of relevant experience is necessary for this position. Relevant experience could include but is not limited to experience working within a startup, project management, sustainability consulting, etc.
Experience organizing in-person events is highly desirable.
Experience with database and contact management systems is preferred.

POSITION SUMMARY
The VP of Asset Management ensures that all properties within Eden’s portfolio maintain a strong financial position, comply with all contractual, regulatory, and statutory requirements, and fulfill all internal and external reporting requirements in an accurate and timely manner. This position is also responsible for benchmarking, investor, and lender relationships as well as acquisition and refinancing of Eden’s portfolio. This position will lead and participate on cross-functional teams for the purpose of sharing department expertise from a broad perspective, to generate new ideas, better solutions and avert risk in both formal and informal settings. This position reports directly to the Chief Financial Officer, is a member of the Extended Leadership Team, and works closely with the senior management team.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Budgeting and Financial Oversight
Monitor and report on operational and financial performance of the portfolio of properties relative to budgets and development portfolios, investor, and lender expectations.
Work with property management to ensure that annual budgets support property, portfolio, and organizational objectives by maximizing revenue and controlling expenses to maintain operating margins, adequate reserves and to cover debt service.
Provide regular long and short term projections of portfolio cash flows to Eden to be used in development of the corporate budget.
Design and provide various and sundry portfolio aggregating analytical reports as may be requested by the CFO, Executive Team, and external stakeholders.
Establish properties’ revenue strategy and oversee its implementation focusing on units subsidized by HUD, project based and tenant-based vouchers.
Analyze monthly financial statements. Identify trends and recommend action where appropriate.
Lead the effort to reposition assets including limited partner buy outs, debt restructuring, renovation planning, refinancing and coordination with Development department on re-syndications.
Work closely with Property and Corporate Accounting to manage and verify annual cash flow payments and distributions and review annual audited financial statements including engaging with independent auditors and other audit support as needed.
Lead oversight and problem solving for ‘Watchlist’ of troubled properties.
Oversee third party property management relationships and monitor the performance of the properties they manage. Manage onboarding and transitions to and from third party management companies, including those selected to manage Permanent Supportive Housing (PSH). Implement and ensure strong system of supervision to maintain the properties up to Eden’s standards. Review budgets, financials, and audits; evaluate companies’ overall performance and report regularly to Eden’s senior management team.
Seek and implement additional portfolio funding opportunities not involving re-syndication.
Manage LIHTC capital accounts through annual analysis and exit tax projections.
Oversee exit strategies and negotiations for LIHTC properties.
Regularly present portfolio oversight and other reports at the Finance and Property Operations Committees.

Acquisitions:
Provide overall management of the acquisition properties ownership transition process; liaise with internal and external stakeholders.
Work closely with Acquisitions Team including Development Department and Property Management on new property acquisitions to ensure adequate budgeting and financial planning.
Assist with closing the financing for acquisitions and initial transition into operations – with particular focus on managing the relationship with the equity investor and ensuring that the business plan is implemented as planned.
Maintain relationships with equity investors through investment period.
Analyze performance of all acquisition properties. Draft and maintain reports to share key metrics with the board.
Property Performance and Condition
Work closely with Property Supervisors and CFO to evaluate financial performance against benchmarks established by investors, lenders, and the building’s operating pro forma.
Recommend financial restructuring as appropriate, including new re-syndication opportunities, refinancing old debt, partnership buyouts and rehabilitation projects.
Explore options for reducing costs and increasing energy efficiencies for housing projects.
Prepare financial evaluation and recommendations for any portfolio-wide initiatives including development proforma budgets, benchmarking, and utility analysis.
Monitor commercial properties’ performance and compliance with lease requirements.
Oversee implementation and maintenance of asset management databases. Design and roll out reports for company-wide use.
Design and maintain a risk rating system for the portfolio. Monitor performance and present findings to Eden’s leadership and Finance Committee.
Lead interdepartmental workgroups including property operations staff to design, evaluate and improve processes and procedures and new policies related to property financial performance and resident outcomes.
Lead strategic plan initiatives related to Eden’s portfolio and our residents.
Building Performance and Sustainability
Oversee company-wide sustainability efforts including energy, water, and trash.
Oversee establishment and maintenance of a formalized preventative maintenance program for the properties and develop and sustain a technology tool to monitor compliance at the sites.
Work with Property Operations and Facilities teams to develop and ascertain implementation of capital plans; assure adequate funding and approvals for such projects.
Compliance and Reporting
Develop and maintain ownership-level compliance and reporting system for the portfolio, including monthly and quarterly financial reports, annual audits, annual budgets.
Ensure compliance with partnership agreements, financing documents, regulatory agreements, and other sources of financial, statutory, and regulatory reporting requirements in regard to timely reporting, reserves funding, surplus cash distributions and other requirements as needed.
Oversee a system of regular replacement, operating and other reserve draws that ensures properties’ long term financial sustainability.
Oversee responses to various requests for information from Regulatory Agencies, lenders, and investment partners.
Oversee annual preparation and submission of renewal of property tax exemptions for all properties.
Oversee initial filings for welfare exemption from property taxes.
Oversee annual preparation and submission of Annual Owner Certification (AOC), bond certifications, and other regulatory agencies’ annual reporting.

ABOUT THE ROLE
The Associate, Policy Development is an important part of the Housing Partnership Network (“HPN”) policy team. HPN advocates for legislative and regulatory changes that advance the nonprofit housing and community development sector and support the sustainability of HPN’s members’ organizations and social enterprises. HPN’s policy priorities are based on the experience and needs of our members. The position will focus on research and writing related to the development of policy proposals. The position will also assist the policy team in interacting with and gathering information from HPN members and other organizations and providing help to the Vice President for Policy and other policy staff as needed. The position reports to the Vice President for Policy.
MAJOR DUTIES AND ACCOUNTABILITIES
Assist in the development, refinement, and advocacy for HPN’s policy priorities as decided by the membership and directed by HPN leadership and the HPN Policy Committee of the Board of Directors.
Conduct research and assist with knowledge sharing on a variety of policy topics, including state and local housing and community development policy initiatives, among others.
Draft, edit, and help distribute written communications, including white papers, policy analysis, regulatory comment letters, and fact sheets.
Attend industry events on behalf of the Network such as academic and research institution webinars and convenings; and track relevant presented papers and ideas.
Assist in planning and conducting peer exchange meetings on policy topics both virtual and in person.
QUALIFICATIONS
Bachelor’s degree in public policy, economics, political science, or related area preferred.
0-2 years’ work experience in related field, entry-level candidates will be considered.
Strong in both written and oral communications.
Excellent project manager.
Research experience and an interest in affordable housing and community development policy, the non-profit sector and advancing affordable housing in the Unites States.
Familiarity with federal housing policy, state/local housing policy, nonprofit housing developers and lenders or academic and applied policy research is a plus.
Familiarity with Microsoft Outlook Office Suite and comfort using other computer programs.

Position is located in Washington, DC—work from home flexibility.
HPN is a remote-first company. “Remote-first” is an organizational strategy that makes working remotely the primary option for most employees. The Associate, Policy Development will be required to be in-person in DC for job-related meetings and events. All new employees will be required to be onsite at HPN headquarters or in the Boston area multiple days during weeks designated as All-Staff weeks. There may be additional times when teams are required to travel by their leadership based on scheduled events, team meetings, and business needs.
New employees need to either (1) provide proof that they are fully vaccinated against COVID-19 or (2) granted an exemption prior to beginning work at HPN. At this time, HPN considers an employee “fully vaccinated” when they have completed their primary COVID-19 vaccination series and received a COVID-19 booster.
COMPENSATION
Starting Salary: $65,000 to $81,000 commensurate with education and experience, with a bonus potential.
