PAY AND BENEFITS

Housing Authority of Clackamas County - Housing Developer

Annual Pay Range: $79,493.86 - $100,646.63

Hourly Pay Range: $38.218203 - $48.387801

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County (HACC) is an independent public corporation which owns, manages, leases, maintains, develops and provides housing for disabled, elderly, and low and moderate-income families. Our mission is to provide and develop affordable housing with supportive services for individuals and families on their path to improved health, wellness, prosperity and inclusion and we prioritize equitable service delivery, financial sustainability, and thriving partnerships to ensure our long-term viability. The HACC is a division of the County's Health, Housing and Human Services Department.

The Housing Authority of Clackamas County (HACC) seeks an organized, driven and experience professional to join our team as the Housing Developer.

The Housing Developer is responsible for overseeing and coordinating a variety of projects for the Housing Authority including the design and construction of new, redeveloped, and/or rehabilitated affordable housing; assisting with the administration of the Metro Affordable Housing Bond program; grant writing and completing funding applications; assisting with Housing Authority Board and stakeholder communications; planning, coordinating, and facilitating Housing Advisory Board meetings and agendas; overseeing the construction draw process; tracking and maintaining compliance with funding requirements; labor and wage monitoring and reporting; and completing programmatic and financial progress reports.

Most competitive candidates will have knowledge in fundamentals of affordable housing development, affordable housing finance and grant writing, knowledge of urban planning, land use, and design principles, experience with construction management, experience with requests for proposals (RFP) and public sector procurement, experience with government-funded affordable housing programs and financing, community engagement experience and/or experience with sustainable building programs.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of three (3) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
  • Working knowledge of the fundamentals of affordable housing development and finance.
  • Working knowledge of urban planning, land use, and design principles.
  • Experience as a project manager for new construction or substantial renovation projects.
  • Experience interpreting and managing Federal, State, and local laws and regulations.
  • Ability to establish and maintain effective working relationships with County employees and the public; provide internal and external customer service; provide technical assistance to County departments and outside customers/vendors.
  • Effective verbal and written communication skills with employees and the public. Ability to maintain composure with difficult stakeholders; handle a wide range of situations and circumstances effectively, positively and professionally.
  • Must pass a criminal history check which may include national or state fingerprint records check.
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*
  • Experience preparing, advertising and reviewing Request for Proposals (RFP) for pre-development services.
  • Experience with government funded affordable housing development financing (e.g. Low Income Housing Tax Credit, bond, State/Local financed or similar financing mechanisms).
  • Experience with procurement and management of real estate brokers in the purchase and sale of property.
  • Experience with green building programs and sustainable construction.
  • Experience developing long range development strategies.

TYPICAL TASKS
  • Works with regional and national entities, service providers and other community resources to develop opportunities for partnerships on HACC development projects and programs. Assist in implementation; interprets policies, rules, regulations and requirements from other agencies.
  • Coordinates, prepared and submits grant and funding applications to local, regional, state and federal agencies; ensures compliance with grant reporting requirements; services as liaison with granting agencies.
  • Ensures proper internal record keeping procedures and documentation; oversees, prepares and disseminates compliance reports related with program requirements related to funding, along with State and Federal regulations.
  • Responsible for labor and wage monitoring and reporting, Section 3 compliance and workforce tacking as required by program regulations and project funders.
  • Assist with Housing Authority Board and stakeholder communications. Plans coordinates, and facilitate meetings and agendas involving the Housing Authority's Housing Advisory Board.
  • Assists with the coordination and administration of the Metro Affordable Housing Bond program. Ensures compliance with reporting requirement; services as liaison with metro and project staff for assigned projects.
  • Participates in defining project concepts to meet housing needs and carry out the Housing Authority's goal to reposition its assets from public housing to Section 8; assesses feasibility of project development and operations and alignment with the Authority's mission and goals; assist with HUD repositioning applications and reporting.
  • Assists in assessing financial feasibility of assigned projects from concept through completion; assists in obtaining financing for assigned HACC projects including bonds, grants, loans, tax credits, and other subsidies through the preparation of funding applications; participates in the negotiation of financing agreements and real estate closing on assigned projects.
  • Assembles and manages development teams; participates in the negotiation of contracts; monitors community input and land use review processes; obtains bids for professional services and work with County Procurement to enter in contracts; provides guidance to project partners.
  • Assists with the construction management process; researches and resolves contractor performances and payment issued and disputes; prepares requisitions and financial draw requests; collaborates with HACC Finance and accounting firms regarding project cost certifications and closeouts; track contract expenditures and routes contract invoices for approval and payment within established guidelines and authority limits; managers department's contract database or other recordkeeping systems. And records retention; streamlines department's contract processing procedures.


REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Principles and concepts involved in community development, real estate, public administration or other related fields; principles and concepts of structuring viable financing packages and presenting them in standardized development and operating pro formas; compliance and regulatory requirements of affordable housing financing tools; principles of risk evaluation and ability to develop risk management plans for projects; principles and practices of land use and design, and land use planning and building development; project management and evaluation practices; statistical methods and their application to housing development and redevelopment; principles of community organization and citizen involvement; public speaking techniques; basic mathematical skills and techniques of monitoring expenditures; English grammar and composition.

Skill to: Communicate effectively, both orally and in writing; manage complex and time-critical processes, funding requirements and relationships to complete project on time and on budget; understand contract delivery systems and contract types; work in partnership with funders, investors, consultants, contractors, regulatory bodies, HACC staff and board of directors; ability to work in a collaborative team environment; negotiate and monitor contracts and agreements; prepare and deliver comprehensive and persuasive oral presentations to public and private groups; manage comprehensive research studies; analyze and evaluate complex data and evaluate and make recommendations; direct the preparation of maps, charts and other graphic materials which illustrate development or disposition activities; prepare clear and concise reports; interpret and apply appropriate laws, regulations, and codes; establish and maintain effective working relationships with local, county, and federal agencies, department staff and the public.


WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). The preference is four 10 hour days.

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

While this positon offers hybrid on-site/telework opportunity, the Development Team does meet in-person, as a team at least 2-3 times per month and this position requires attendance and participation in County, HACC, and Development-related meetings throughout the County and Metro area.

The Housing and Community Development Division (HCD), within the Department of Human Services, manages programs to provide decent housing and economic opportunities, community improvement and affordable housing projects and housing rehabilitation loan programs for low and moderate income residents of the County. HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.

The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
