Position Summary This is responsible and professional work in all phases of economic development in support of affordable and workforce housing in the Alachua County Community Support Services Department, Housing Division. An employee assigned to this classification performs complex assignments and will serve as the coordinator for affordable and workforce housing strategic development, assist in the administration and use of Housing Trust Fund and Infrastructure Sales Tax Funds, manage real estate transactions, negotiate lease agreements, and will ensure compliance with grant regulations. Work is performed under the direction of a higher-level supervisor and is reviewed through conferences, reports, and observation of results obtained. Examples of Duties This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work. Plans, develops, pursues, identifies, coordinates, and administers affordable housing residential projects; assists in coordinating land acquisitions and clearing, financing and construction activities in accordance with program policies and requirements; prepares requirements and specifications for redevelopment projects and real estate closing documents. Ensures project compliance with grant regulations; negotiates, prepares, and administers contracts and agreements; monitors timeliness and performance requirements; manages real estate transactions and negotiates lease agreements. Compiles and analyzes data that may impact the need for and preservation of affordable housing in the County and creates reports, maps, and other visualizations to present and share findings. Related data may include, but is not limited to economic trends, housing costs, demographic characteristics, and land use trends. Performs the necessary underwriting analysis and subsidy layering reviews in accordance with federal, state , and local standards for proposed housing development and rental projects. Develops, handles, and maintains criteria used to evaluate proposed housing development and rental projects. Participates as the financial expert as part of scoring or selection panel for proposed housing projects. Represents the County at housing related organizations and events. Engages with the development community, non-profits, and other agencies to expedite affordable housing projects and ideas. Completes quarterly reconciliation of associated systems. Reviews payment requests to ensure the request complies with contractual requirements and project pro forms development budgets. Coordinates payments to ensure construction progress is accurate. Reviews projects for compliance or breach of contract issues as part of the compliance review process. Drives a County and/or personal vehicle for property visits, monitoring visits at various sites, and logistics and development meetings throughout the county. The Associate Director of Human Resources, CBSO will join the newly formed HR shared services team within the CBSO and will provide HR leadership to the CBSO HR staff including directors, managers, classified personnel, and the breadth of HR across each of the 5 supported units. The ADHR is one of two Associate Directors focused on supporting over 1,000 employees (faculty, staff, student, and graduate employees).
The ADHR will lead a team to learn the unique needs of your customers and develop policies, practices, and workflows to meet those needs while working closely with school, college, and university (University HR) leadership to implement consistent HR best practices across the CBSO portfolio. Minimum Requirements
• Five years of progressively responsible human resources experience and a bachelor's degree; or seven years of progressively responsible HR experience*.
• Three years' experience supervising at least one regular, permanent employee including performance management; OR five years' combined experience performing lead work and supervising students/interns/part-time/temporary staff.

• Assists in the development and delivery of formal and on-the-job training, as needed, to ensure regulatory compliance and continued professional development. Provides response, oversight, or training to deal with unplanned occurrences such as hazardous spills, safety system failures, fires, or air quality complaints. Maintains competency in the use of all specialized instrumentation, computer programs, and databases required to effectively administer program components.
• Partners with other University personnel in order to apply relevant expert knowledge and specialized resources effectively in addressing campus safety and health concerns. Assists with planning and presenting biological safety programs to educate the University community on environmental health and safety issues.
• Assists with the management of regulated materials and accountability programs. Ensures proper storage and disposal of these materials. Must be able to lift items that weigh up to 50 pounds and be able to move heavier materials using handling equipment or assistance. Completes appropriate inspection reports, interprets results and maintains records.
• Assists the EH&S Director in serving as liaison between the University and associated regulatory agencies on environmental or health and safety issues in the Director's absence, as required.
• Remains constantly vigilant to changes or advances that may have an impact on EH&S-associated programs through proactive methods such as audits, research, interactions with colleagues at related institutions, and by attending relevant professional courses or society meetings. Completes appropriate inspection reports, interprets results and maintains records.
• Assists the EH&S Director in serving as liaison between the University and associated regulatory agencies on environmental or health and safety issues in the Director's absence, as required.
• Remains constantly vigilant to changes or advances that may have an impact on EH&S-associated programs through proactive methods such as audits, research, interactions with colleagues at related institutions, and by attending relevant professional courses or society meetings. Immediately reports any findings that may affect University programs to supervisors and assists in determining and implementing necessary policy changes to ensure best practices are realized.
• Provides assistance as required by FGCU administration during emergency conditions and incidents.

Additional Job Description
Required Qualifications:
• Bachelor's degree from and accredited institution in Emergency Management, Public Administrations, Business Administration, Emergency Medical Services, Fire Services, or closely related field.
• Possession or eligibility to pursue professional Biosafety credentials (Registered or Certified Biosafety Professional) within two years.
• Completion of the 24- or 40-hour HAZWOPER training or ability to obtain within three months of employment.
• Four years of professional full-time experience in emergency management or biosafety.
Any appropriate combination of relevant education, experience, and/or certifications may be considered.
Experience operating a personal computer and proficient with Microsoft Office (Word, Excel, Access, PowerPoint, Publisher and Outlook).
Preferred Qualifications:
• Master's Degree from an accredited institution in an appropriate area of specialization.
• Four years of professional full-time experience in managing research compliance and working with research compliance committees (e.g., Institutional Review Board-IRB, Institutional Animal Care & Use Committee-IACUC, export controls, etc.).
• Two years of professional full-time experience working in a laboratory environment.
• Experience working with research compliance committees, assessing compliance with organizational policies and regulatory requirements.
• Experience working in a higher education setting, research organization, or federal agency.
• Experience with Workday or Ellucian Banner enterprise application.
Knowledge, Skills & Abilities:
• Knowledge of federal, state and local laws, statues, regulations, codes, and standards related to the area of responsibility.
• Knowledge of administrative and regulatory operations of compliance committees.
• Knowledge of Chemistry and Biological sciences and experimental protocols.
• Knowledge of occupational safety principles in the use of personal protective equipment, engineering controls, and chemical labeling.
• Knowledge of chemical waste management techniques and hazardous waste handling and storage procedures.
• Excellent interpersonal, verbal and written communication skills.
• Strong organizational skills and an ability to prioritize and complete simultaneous projects when numerous and diverse demands are involved.
• Ability to gather data, maintain records, and prepare reports and other written materials.
