Minimum Qualifications
Bachelor's degree in civil engineering, public works engineering, environmental engineering, mechanical engineering or a closely related engineering field and three years related professional engineering experience. Applicants within six months of meeting the minimum education/experience may be considered for trainee status.
"Starting Annual Salary from $85,280.00 to $104,665.00. Salary based on experience and qualifications". A Valid Florida Driver License is required and a Motor Vehicle Record that meets the requirements of Alachua County policy #6-7; Motor Vehicle Records will be reviewed prior to employment. If, in the past 24-month period, the applicants Motor Vehicle Record has more than three (3) moving traffic infractions or three (3) or more at fault motor vehicle accidents (or combination of both and /or a conviction/pending charge for driving under the influence) or is in violation of any standard mandated by Federal or State Law or Regulation, the minimum qualifications are not met for the position.
Successful completion of all applicable background checks pre-hire and ongoing are required.
Engineer Intern (EI) Certification required at the time of employment.
Position Summary
This is advanced engineering work in the review and preparation of plans, designs and specifications for public works and/or solid waste and resource recovery projects.
Work involves supervisory responsibility and coordination with other engineers and professionals on the design and review of various projects. Considerable independent judgment is exercised in planning and technical decisions.
Work is performed under the direction of a higher level supervisor and is reviewed through conferences, reports, and observation of results obtained.

ESSENTIAL JOB FUNCTIONS
This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.

Performs routine design of highways, intersections, drainage systems and other public works and/or solid waste and resource recovery projects in accordance with established specifications and standards.
Performs detailed review of development plans and reports prepared by registered Professional Engineers.
Ensures compliance with County development codes applicable to public works and/or solid waste and resource recovery .
Meets with developers, engineers and architects to review proposed developments and County regulations.
Develops layouts and reviews preliminary layouts of proposed highway and other public works and/or solid waste and resource recovery projects.
Establishes final vertical grades for projects.
Finalizes and reviews work of technicians and other engineers for completed plan quantities and adherence to current technical standards.
Performs cost estimates.
Performs traffic studies and traffic impact analyses.
Prepares proposed regulations.
Performs complex engineering calculations.
Conducts construction site visits and performs inspections of more complex elements of project.
Develops work descriptions for public works and/or solid waste and resource recovery projects and scopes of work for engineering and surveying needs.
Assists in the preparation of contract plan packages for public works and/or solid waste and resource recovery projects.
Supervises and trains engineers and technicians on an as needed basis.
Drives a County and/or personal vehicle to perform required duties.
Performs the listed duties, as well as those assigned, with professionalism and a sense of urgency.

KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of principles and practices of Civil Engineering, specifically in the areas of transportation, solid waste and resource recovery drainage and/or development.
Considerable knowledge of design, construction and operation of public works and/or solid waste and resource recovery facilities.
Ability to perform complex engineering and mathematical computations.
Ability to perform complex engineering reports and studies.
Ability to organize small unit of technicians and engineers in production plans and detailed development plan review.
Ability to present reports and findings in a public forum.
Ability to negotiate technical details and requirements with private registered engineers and developers.
Ability to prepare detailed project cost estimates.
Ability to exercise independent judgment.
