Job Description

Minimum Qualifications

Graduation from high school or equivalent and four years progressively responsible automotive/heavy equipment maintenance and repair experience including two years of supervisory experience which would include experience assisting in the formulation and/or administration of a budget and other administrative tasks; or any equivalent combination of related training and experience.  Applicants within six months of meeting the minimum education/experience requirement may be considered for trainee status.
A Valid Florida Driver License is required and a Motor Vehicle Record that meets the requirements of Alachua County policy #6-7; Motor Vehicle Records will be reviewed prior to employment. If, in the past 24-month period, the applicants Motor Vehicle Record has more than three (3) moving traffic infractions or three (3) or more at fault motor vehicle accidents (or combination of both and /or a conviction/pending charge for driving under the influence) or is in violation of any standard mandated by Federal or State Law or Regulation, the minimum qualifications are not met for the position

Successful completion of a Level 2 criminal history background investigation prior to employment including finger printing and compliance with Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) requirements throughout the term of employment.

Position Summary

This is responsible technical, supervisory and administrative work in directing fleet management, maintenance and repair of the County fleet in the Department of Public Works.

An employee assigned to this classification is responsible for the management of all phases of fleet management, maintenance and repair, including procurement procedures.

Work is performed under the direction of a higher level supervisor and is reviewed through conferences, reports and observation of results obtained.

ESSENTIAL JOB FUNCTIONS

This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.

Plans, directs and coordinates the comprehensive County fleet management, maintenance, repair and procurement program, develops plans for staffing and technical training, develops and prepares guides, procedures and technical instructions to ensure effective administration and utilization of the County fleet, formulates operating policies and program objectives.

Supervises and coordinates the activities of subordinate supervisors and employees including determining work procedures and schedules, issuing instructions and assigning duties, reviewing work, recommending personnel actions, conducting performance reviews, and conducting departmental training and orientation.

Directs the maintenance and repair of heavy and special purpose construction equipment, sedans, light, medium, and heavy trucks, rescue and fire equipment and miscellaneous support equipment.

Develops recommendations regarding the distribution and utilization of vehicles and equipment.

Manages the preparation and administration of contracts related to fleet acquisition, directs the administration of various contracts for sublet repair work, and directs preparation of the annual vehicle and equipment procurement list.

Directs a vehicle preventive maintenance program and supervises parts inventory management and control.

Assists with the preparation and administration of the fleet management budget.

Conducts, surveys and directs the preparation of special, periodic and annual reports.
Drives a County and/or personal vehicle to perform required duties.

KNOWLEDGE, SKILLS AND ABILITIES

Comprehensive knowledge of management principles, practices and techniques and methods of organization relating to a fleet operation.

Comprehensive knowledge of effective personnel management principles.

Extensive knowledge of codes, ordinances, rules and regulations relating to fleet administration.

Extensive knowledge of occupational hazards, appropriate safety precautions, and methods of promoting safety among subordinates.

Considerable knowledge of construction, assembly and maintenance requirements of diversified automotive equipment.

Considerable knowledge of parts inventory management and control.

Considerable knowledge of technical characteristics and operations of diversified automotive equipment.

Knowledge of techniques, tools and equipment used to determine and accomplish vehicle maintenance and repair.

Ability to effectively supervise and coordinate the activities of subordinate supervisors and employees.

Ability to conduct research, analyze plans, specifications and other technical material, and draw sound, objective conclusions.

Ability to organize and present recommendations effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with employees, County officials, vendors, and the general public.

Vacation Leave – Generous vacation accrual rates with payout of unused accrued leave, with some restrictions. For more detailed information regarding vacation leave refer to Employee Policy Manual, Section 7-2.

Sick leave is earned at a rate of 4 hours per pay period by all permanent, full-time employees*. At the end of each fiscal year, eligible employees can convert up to 10 days of accrued sick leave to vacation leave on a 2:1 basis.
