Job Description

Minimum Qualifications

Graduation from high school or equivalent and two years experience in parks, building, grounds, or road and bridge maintenance/construction or any equivalent combination of related training and experience. 

A valid Florida Class "A" Driver License with an "N" endorsement is required and a Motor Vehicle Record that meets the requirements of Alachua County policy #6-7; Motor Vehicle Records will be reviewed prior to employment.   If, in the past 24-month period, the applicants Motor Vehicle Record has more than three (3) moving traffic infractions or three (3) or more at fault motor vehicle accidents (or combination of both and /or a conviction/pending charge for driving under the influence) or is in violation of any standard mandated by Federal or State Law or Regulation, the minimum qualifications are not met for the position.
Applicants within six months of meeting the minimum education/experience requirement may be considered for trainee status.
Successful completion of a pre-employment drug screen & physical examination and successful completion of all applicable background checks pre-hire and ongoing are required.

Position Summary

This is responsible work supervising and coordinating the activities of employee work crews engaged in maintaining and repairing roadways, bridges, parks, and open spaces for the Alachua County Department of Public Works.

An employee assigned to this classification is responsible for data proofing and input into the asset and work management system and coordinating the work force and the scheduling of construction equipment used in road and park construction and maintenance.
Work is performed under the direction of a higher level supervisor and is reviewed through conferences, reports, and observation of results obtained.

Examples of Duties

ESSENTIAL JOB FUNCTIONS

This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.

Proofs and inputs data into the asset and work management system in order to effectively manage the unit's operational needs.
 
Assists with ensuring that all data within the asset and work management system is maintained and work orders updated in order to track maintenance work orders from complaint to completion.

Supervises and coordinates the activities of employee work crews including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; Assists in conducting performance reviews; and conducting departmental training and orientation.

Oversees road, drainage, grounds and building maintenance; oversees work performed by draglines, bulldozers, cement mixers, mowing equipment and other machinery and apparatus.
Coordinates the repair and/or reconstruction of concrete work with ramps; culverts, buildings, bridges, docks and boardwalks.

Coordinates and oversees the construction of picnic shelters, playground equipment and other facilities.
Coordinates equipment operation; gives work force instruction and advice on difficult problems.

Directs the maintenance and building of sidewalks and oversees pile driving

Drives and operates Public Works vehicles and equipment as needed.

Reviews and verifies reports regarding type of work performed by crews, materials used and sick/vacation records.
Responsible for crew adhering to applicable quality and safety standards.
 Assists higher level supervisors with the scheduling of employees and equipment/supplies to maximize cost savings and efficiency.

Provide hands-on training to employee labor crews in the proper use and operation of all equipment utilized under supervision of incumbent.

Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of the occupational hazards in labor work and equipment operation and the necessity of applicable safety precautions.

Thorough knowledge of the standard tools and practices used in building and park maintenance and street and road reconstruction and maintenance.

Thorough knowledge of the standard tools and practices used in general labor work.

Considerable knowledge of the methods, operating rules, and equipment used in road construction, road maintenance and park facilities maintenance and construction.

Knowledge of the operating characteristics and maintenance requirements of construction equipment.

Some knowledge of current codes, ordinances and statutes.

Skill in the use of equipment and common hand tools.

Ability to provide training to employee labor crews on current codes, ordinances, and statutes.

Ability to operate all machinery utilized under supervision of incumbent.

Ability to provide training to employee labor crews in the proper use and operation of equipment.

Ability to effectively supervise and coordinate the activities of employee work crews.

Ability to communicate effectively and transmit as well as follow oral and written instructions.

Ability to read working diagrams, sketches and simple blueprints.

Ability to keep accurate records and prepare reports.

Ability to establish and maintain effective working relationships with others.

Ability to perform heavy manual labor, occasionally under adverse weather conditions.

Ability to push, pull, reach, bend and stoop while performing heavy manual labor.

Sick leave is earned at a rate of 4 hours per pay period by all permanent, full-time employees*. At the end of each fiscal year, eligible employees can convert up to 10 days of accrued sick leave to vacation leave on a 2:1 basis.
