Summary
The Deputy CIO provides leadership and guidance in critical areas of technology administration including technology evaluation, resource development and allocation, budgeting and policy formation serving in support of, and as second in charge, for the University’s Chief Information Officer.

Additionally, the Deputy CIO serves as director of Enterprise Applications and is responsible for leading, directing and managing the University’s enterprise system applications as well as the IT staff responsible for application delivery.

The Deputy CIO will lead collaborative work across the University analyzing technology trends while directing, developing, and executing application-related strategies and solutions.

Essential Functions

• Work with the CIO to establish the strategic direction of the ITS Department. Determines budgetary and staff allocations, IT policies and procedures, adoption of new technologies, resolution of departmental issues and the continual updates to the University IT Strategic Plan goals and action items. Serves on behalf of the CIO in the CIO’s absence or as required.

• Determine IT strategic project priorities based on University priorities and collaboration with CIO and University leadership. Develop proposals, presentations, plans, and timelines for complex projects and manage priorities, equipment, and staff resources to ensure completion of projects within budgets and timelines. Coordinates with all University campuses and departments to identify and meet administrative and academic computing needs while improving cost effectiveness and service delivery quality. Ensures operational integrity and continuity of the services delivered by leading the development of objectives for the IT staff that support academic and administrative systems through reliability, responsiveness, documentation, and use of current software and hardware.

• Communicate the Enterprise Application efforts, plans and directives. This includes establishing communication standards and formats that will share project information with many different audiences from the VP level to the general University community.

• Plans for and manages disaster avoidance and recovery efforts caused by events like power outages, hardware failures, natural disasters, etc.

• Remain current on technical issues; regularly analyze and assess potential technologies as solutions for improving the efficiency and effectiveness of delivering services and improving the productivity of faculty and staff in administrative and academic roles and offices.

• Other duties as assigned

Minimum Qualifications
The following Degree is required:

• Master's Degree. Degree must be conferred at time of application.

The following Degree is preferred:

• Master’s degree in Computer Science, MIS, Technology or Science

The following Experience is required:

• 8 years of working with IT systems/ ERP implementation and/or in an Enterprise applications environment

• 5 years of staff management responsibility

• 5 years of providing production support to Enterprise level systems

The following licenses, certifications, or registrations that are required:

• Must pass a credit and security background check

Additional Information
Knowledge, Skills and Abilities:

• Technical knowledge associated with the current IT technologies being leveraged by the ERP applications (web services, relational database, web application development), document management, data warehousing, analytics enterprise reporting and cloud computing.

• Testing and training knowledge related to the implementation best practices of ERP and third party applications.

• Knowledge of IT systems, application development, software change management, system documentation, change control and IT system auditing

• Project Management and Risk Mitigation knowledge and skills

• IT resource allocations

• 24 x 7 Enterprise Application Production support

• Disaster Recovery methodologies and Business Continuity

• Knowledge of the ITIL framework

• Evidence of strong communication skills

• Evidence of strong problem solving skills
