Job Description

Minimum Qualifications

Associate of science degree in computer science or a bachelor's degree in computer science or a directly related field, and two years of related professional level work experience; or any equivalent combination of related training and experience. Applicants within six months of meeting the minimum education/experience requirement may be considered for trainee status.

Successful completion of all applicable background checks pre-hire and ongoing are required.

Position Summary

This is professional work involving the analysis, development, design and implementation of comprehensive departmental management information systems and/or integrated subsystems.

An employee assigned to this classification prepares system plans, reports of recommendations and information system requirement specifications; analyzes and evaluates departmental user requests for new and/or modified systems; and consults with departmental representatives to identify needed resources and potential approaches to problem solutions.
Work is performed under the direction of a higher level administrative supervisor and is reviewed through conferences, reports, and observation of results obtained.Examples of Duties

ESSENTIAL JOB FUNCTIONS

This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.

Advocates building organizational culture through aligning decisions with core values including: integrity, honesty, respect, diversity, innovation, accountability and communication.

Reviews project requests describing departmental data base user needs.

Estimates time and costs required to accomplish projects.

Determines if projects require creating a series of new programs or modifying existing programs that access data stored in data bases.

Attends specification meetings with departmental project team workers to determine scope and limitations of project.

Reviews workflow charts developed by programming staff to understand tasks computer will perform, such as updating records.

Reviews procedures in data base management system manuals for making changes to data base such as defining, creating, revising, and controlling data base.

Revises departmental definitions of data as defined in data dictionary (information about data, including name, description, source of data item, and key words for categorizing and searching for data item descriptions).

Determines and enters changes to data dictionary descriptions, including type, structure, and intended use of data within system.

Develops data models describing data elements and how they are used.

Sets up and installs computers/printers on the Novell network.

Creates descriptions to enable programming staff to understand how programs should access data.

Writes descriptions of how departmental users access data, referred to as logical data base.

Writes physical data base descriptions such as location, space requirements, and access method, to protect departmental data resources against unauthorized access and accidental destruction.

Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency.

Thorough knowledge of network communications.

Skill in designing, implementing and maintaining data base applications using PC based software packages.

Ability to understand and follow complex oral and written instructions.

Ability to install, modify, and repair computer equipment.

Ability to establish and maintain effective working relationships with co-workers and other County employees.

Ability to communicate effectively both orally and in writing.

Ability to effectively prioritize and organize work.

Vacation Leave – Generous vacation accrual rates with payout of unused accrued leave, with some restrictions. For more detailed information regarding vacation leave refer to Employee Policy Manual, Section 7-2.

Sick leave is earned at a rate of 4 hours per pay period by all permanent, full-time employees*. At the end of each fiscal year, eligible employees can convert up to 10 days of accrued sick leave to vacation leave on a 2:1 basis. Salary

$56,591.81 - $87,909.95 Annually
