DESCRIPTION
The Napa Sanitation District is currently accepting applications for one full-time position of Lab Analyst I/II. This class is responsible for duties related to the District’s performance of bacteriological and chemical analysis and data interpretation of surface and ground water, wastewater, and recycled water.
Under general supervision, the Lab Analyst I/II will perform a variety of routine duties such as field sampling collection, field investigations, calibration and operation of complex laboratory equipment, compilation of water quality data for regulatory compliance, evaluation of data, research and records management, inventory management, quality control, and facility maintenance.
PHYSICAL DEMANDS
Must possess physical characteristics and mobility to climb stairs and ladders, bend, stoop and kneel, stand for long periods of time, work on uneven surfaces, work in and around raw and treated wastewater, and work outdoors in a variety of weather conditions. Must have vision to detect shades of color, read printed materials and a computer screen, hearing and speech to communicate in person or over the telephone or two-way radio.
Performs laboratory work, quality control, and quality assurance evaluation in accordance with the California State Water Resources Control Board Environmental Laboratory Accreditation Program standards for laboratory accreditation and certification. Understand and carry out oral and written directions. Must possess physical characteristics to perform the critical and important duties of the class, including sufficient strength to lift at least 50 pounds. This position must operate a boat to collect field samples; however, candidates are not required to have prior boating experience.
MINIMUM REQUIREMENTS
Education and Experience: Any combination of training and experience, which would provide the required knowledge, skills, and abilities, is qualifying. A typical way to obtain the required qualifications would be: Education: Equivalent to an associate degree with major coursework in chemistry, microbiology, or a closely related physical science. Bachelor’s degree is highly desirable.
Experience: Lab Analyst I – No prior experience required. Lab Analyst II – Three (3) years of progressively responsible experience performing testing analyses duties within a water or wastewater treatment plant laboratory.
License or Certificate: Lab Analyst I/II – Possession of a valid Class “C” California Driver’s License. Lab Analyst I must possess a California Water Environment Association Grade I Laboratory Analyst Certificate or the ability to obtain within twelve (12) months of appointment to the classification. Lab Analyst II must possess a California Water Environment Association Grade II Laboratory Analyst Certificate.
Other Requirements: Must be available for standby and response to off-hours emergency situations. Will be expected to work regular weekend and holiday shifts due to 7-day a week operation of the District.

The Technical Policy Analyst I or [II] position is an entry-level [mid-level] position that supports [leads some of] EPIC's quantitative energy and climate policy activities. This position, which reports to the Assistant Director, supports climate and energy research and analysis for projects, presentations, information papers, articles, and reports on topics related to energy and climate change.

Cal Maritime offers seven baccalaureate degrees in Business Administration, Global Studies and Maritime Affairs, Facilities Engineering Technology, Marine Engineering Technology, Mechanical Engineering, Marine Transportation, and Oceanography. The undergraduate curriculum includes licensing programs for future merchant marine, coast guard, and naval reserve officers. Cal Maritime also offers a Master of Science in Transportation and Engineering Management degree, as well as a number of extended learning programs and courses.
Major Responsibilities:
• Oversee, and maintain STCW and National licensure records as required by the CFR, IMO,USCG and MARAD. • Adhere to an annual calendar of actions required for implementation and execution of the STCW and National Quality Standards System (QSS). • Current Cadet Compliance Maintain STCW Cadet records to include STCW database, certificates, and individual record of sea time equivalency. Maintain database to track compliance for US National and STCW endorsements and requirements not maintained in PeopleSoft. • Manage and process Cadet applications for United States National licensure; work with the Career Center on requirements and certificates needed for Sea Training II; and provide the education on the application process for Cadet Transportation Worker Identification Credentials (TWIC), and non-US citizen Cadet applicants. • Coordinate Cadet USCG MMC applications for national licensure and entry level credentials. Coordinate USCG license exams with NMC and REC Oakland. • Verify academic completion of all license-track graduates with the Registrar. Validate completion of licensure requirements with NMC. Advise students regarding USCG policy and the Code of Federal Regulations (CFR). Educate Cadets in the application procedures for the Transportation Worker Identification Credential (TWIC). • Previous Cadet Compliance Advise and assist students who have previously attended but not completed the USCG approved program. Provide clarification or information as requested by USCG, MARAD, Career Center, External Advisory Board and Maritime Industry. • Alumni Compliance Advise and assist Alumni with academy STCW and National Licensure certificate needs.
Required Qualifications:
• Working knowledge of and ability to apply standard theories, principles, practices, and techniques applicable to the US Coast Guard Licensing Program to develop conclusions and make recommendations. • Thorough knowledge of policies, procedures, and outside regulations pertaining to the US Coast Guard Licensing Program. • Ability to maintain strict confidentiality of sensitive information in oral, written and electronic form. • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. • Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations. • Expertise in investigating and analyzing problems with a broad administrative impact and implications. • Ability to anticipate problems and address them proactively. • Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit. • Excellent communication skills. Position Summary
The Senior Director of Enterprise Systems & Data Services, reports to the AVP for Planning & Digital Transformation and serves as a member of the IRT leadership team. The incumbent actively participates in planning, projects, prioritization, and continuous improvement of IRT operations and customer service.
The Senior Director leads and manages the Enterprise Systems (PeopleSoft) team and helps develop and diffuse a culture that is attuned to mission critical activities, strategic goals, and providing excellent service and experiences to faculty, staff, and students. The incumbent will also serve as a project manager/key project resource for multiple, complex campus-wide projects and serves on multiple standing and project committees.
The Senior Director manages a high-performing team of analysts, developers, and modelers. The position is responsible for delivering a sustainable data warehouse and reporting platform to meet current and emerging campus data needs. The platform will meet both strategic and operational needs for data and reports for multiple divisions including Academic Affairs, Student Affairs, Advancement, and Budget and Finance. When possible, reports should be designed to meet campus-wide needs that span divisions. The platform currently includes Oracle, Cognos, Informatica, SPSS Modeler, and Tableau.
This position serves as an agent of IRT and creates partnerships between IRT and other divisions on campus, as well as shared governance groups. This position serves as a liaison and key contact for units such as Administration and Business Affairs, Human Resources, University Counsel, Public Safety, and UEI.
This position will serve as a key resource for IRT and the campus in terms of best practices in data governance such as data ownership, data access, data reporting, data definitions, data usage, data privacy, etc. This position will partner with other campus stakeholders to establish enterprise governance framework to control, protect, and enhance the value of data and information assets through their lifecycles.
The incumbent plays a leadership role in coordinating internal and external change management, in consultation with the IRT Communications & Marketing Analyst. The Senior Director also plays a leadership role in facilitating integrations between internal, external, and third-party applications.
The Senior Director works closely with IRT leadership to ensure effective collaboration, innovation, and communication throughout IRT. The position also plays a key role in making IRT operations as efficient and effective as possible. The position will help track software lifecycle management and help avoid duplication in features and functionality.
This position will access information assets containing protected data as defined in the CSU Data Classification Standard only if needed to accomplish an authorized task. Access must be based on the principles of need-to know and least privilege. This position will report any real or potential risk or threat to the security of campus devices, applications, or data to the Information Security Office.

Position Summary

The platform will meet both strategic and operational needs for data and reports for multiple divisions including Academic Affairs, Student Affairs, Advancement, and Budget and Finance. This position serves as an agent of IRT and creates partnerships between IRT and other divisions on campus, as well as shared governance groups. This position will serve as a key resource for IRT and the campus in terms of best practices in data governance such as data ownership, data access, data reporting, data definitions, data usage, data privacy, etc. This position will partner with other campus stakeholders to establish enterprise governance framework to control, protect, and enhance the value of data and information assets through their lifecycles.
The incumbent plays a leadership role in coordinating internal and external change management, in consultation with the IRT Communications & Marketing Analyst. The Senior Director also plays a leadership role in facilitating integrations between internal, external, and third-party applications.
The Senior Director works closely with IRT leadership to ensure effective collaboration, innovation, and communication throughout IRT. The NextGen Career Pathways Management Analyst will be primarily focused on the design and implementation of a workforce development program for local college students as part of the Valley Water Next Gen Water Works Program. The program aims to provide opportunities and support for students interested in pursuing careers in the water industry, both in-person and online. The Management Analyst will collaborate with local colleges, develop program strategies, and ensure the successful execution of various program components.
Key Responsibilities include, but are not limited to:
• Assist the Program Administrator in the design and implementation of the Next Gen Career Pathways Program initiatives. • Design and implement a comprehensive workforce development program for local college students and increase candidate diversity for Valley Water's intern programs. • Create a Water Works program master plan including outreach, recruitment, selection, announcement, onboarding, training, continued engagement, and mentorship. • Help establish and strengthen connections and conduct outreach to Minority Serving Institutions, Historically Black Colleges and Universities, Tribal colleges, and community colleges to increase the candidate diversity for our intern programs. • Collaborate with local community colleges to establish partnerships and ensure program alignment. • Utilize strategic resources, partners, and networks to maximize reach, broaden participation, and increase diversity • Employ innovative recruitment methods such as blogs, social media accounts, email campaigns, and webcasts to ensure a diverse pool of local and national student applicants. • Expand the college trades internship program to offer more opportunities for students. • Conduct research and analysis on industry best practices, emerging trends, and advancements in talent development and career pathways to inform program design and implementation. • Develop and manage mentorship programs to foster knowledge transfer, skill development, and employee engagement. • Other projects and duties as needed, including conducting surveys, organizing events, and serving on committees.
