The Office of the General Counsel (OGC) is seeking an Assistant Director, Office of Business Solutions, to join our newly established Office of the Managing Executive. The Office of the Managing Executive is responsible for all operational aspects of OGC, including organizational development and planning; information, data and technology management; human capital management; financial and acquisitions management; litigation support; administrative services, project management and risk management.
The Assistant Director will lead a new Office of Business Solutions, overseeing a broad range of technical, information management and operational initiatives and will serve as a Senior Advisor to OGC's senior leadership team concerning technology needs, potential impact of new technology on mission and/or operations, projects, and resources.
Typical duties include:
Assessing operational needs, identifying opportunities for improvement, and evaluating processes and technology solutions that may improve the effectiveness of the organization. Partnering with OGC attorneys and other agency stakeholders to identify and document business and mission requirements and translating them into policies, processes, and functional requirements to support OGC activities and to develop innovative solutions to address emerging issues. Ensuring the effective integration of OGC's processes and technologies with other Divisions and Offices to effectively leverage agency wide resources. Developing or reviewing application designs, or other system planning documentation, to ensure alignment with business requirements, compliance with agency enterprise architecture, OIT security, and other applicable system development policies and guidance. Applying and adapting project management and change management concepts, methods, and procedures to further enhance OGCs litigation support functions. Evaluating and developing policies, procedures, and practices with OGC attorney staff applicable to litigation holds, eDiscovery and to maintain Electronically Stored Information (ESI) in accordance with applicable records retention and litigation hold requirements. Overseeing the process of collecting and producing ESI needed by OGC attorneys in connection with discovery, investigations, congressional inquiries, Office of Inspector General and GAO audits. Managing the development and effective operation of eDiscovery tools to meet OGC's litigation support requirements. Representing OGC in Agency-level committees to provide OGC's perspective in new technology initiatives, policies and procedures. Help

Position Summary
The Senior Director of Enterprise Systems & Data Services, reports to the AVP for Planning & Digital Transformation and serves as a member of the IRT leadership team. The platform will meet both strategic and operational needs for data and reports for multiple divisions including Academic Affairs, Student Affairs, Advancement, and Budget and Finance. When possible, reports should be designed to meet campus-wide needs that span divisions. The platform currently includes Oracle, Cognos, Informatica, SPSS Modeler, and Tableau.
This position serves as an agent of IRT and creates partnerships between IRT and other divisions on campus, as well as shared governance groups. This position serves as a liaison and key contact for units such as Administration and Business Affairs, Human Resources, University Counsel, Public Safety, and UEI.
This position will serve as a key resource for IRT and the campus in terms of best practices in data governance such as data ownership, data access, data reporting, data definitions, data usage, data privacy, etc. This position will partner with other campus stakeholders to establish enterprise governance framework to control, protect, and enhance the value of data and information assets through their lifecycles.
The incumbent plays a leadership role in coordinating internal and external change management, in consultation with the IRT Communications & Marketing Analyst. The Senior Director also plays a leadership role in facilitating integrations between internal, external, and third-party applications.
The Senior Director works closely with IRT leadership to ensure effective collaboration, innovation, and communication throughout IRT. The position also plays a key role in making IRT operations as efficient and effective as possible. The position will help track software lifecycle management and help avoid duplication in features and functionality.
This position will access information assets containing protected data as defined in the CSU Data Classification Standard only if needed to accomplish an authorized task. Access must be based on the principles of need-to know and least privilege. TYPICAL TASKS TYPICAL TASKS Include but are not limited to: Provides guidance, expertise and technical support to human resource software system customers; acts as liaison for problem management, resolves system issues and addresses customer issues; gathers information from customers and recommends best practice methods to utilize software effectively; runs test scenarios to confirm the system provides the necessary functionality; tracks issues and documents solutions. Acts as project lead in developing new or enhancing existing business systems and processes that results from collective bargaining or other county or human resources initiatives; manages project plans and timelines by designing project scope, task list and time estimates; evaluates design and technology alternatives; works collaboratively with customers, Technology Services, and HR staff to resolve development and implementation issues; recommends and implements approved HR system solutions in alignment with HR business and operational requirements; leads and/or participates in the configuration, analysis and redesign of HR business processes to support and improve efficiency and operations of HR divisions. Develops and conducts on-going needs and skills assessments to improve customer experience and for consideration in software upgrades; develops, coordinates, and provides training to users of all levels in system changes, functionality and query/report tools to enhance skill development and competency for HR system end users; develops, coordinates and conducts presentations to County management, workforce partners and other stakeholders. Analyzes business rules and process requirements; identifies and analyzes complex, ambiguous or conflicting work processes; partners with Technology Services, HR Managers and staff, and other customers to identify and recommend process solutions or alternate methods capable of addressing and resolving their business needs; recommends work process and/or operating changes to complement technology options. Utilizes the County's human resource information system and data analytics tools to generate statistical reports, dashboards, or other data visualizations; develops reports for ongoing customer needs; assists the Workforce Data Management (WDM) Manager with special projects and acts on behalf of WDM Manager as assigned; monitors and audits flow of human resource-related information including data entry, data retrieval, and standard, custom, and ad hoc report generation; maintains internal system values, structures, and tables; ensures data integrity, manages user access and security levels. Participates in the specification, review, testing and implementation of HR system upgrades and re-implementations; conducts analysis to determine changes in functionality between product versions and recommends necessary customizations; identifies issues or problems and works with subject matter experts, functional and technical staff to recommend and implement solutions; develops and maintains training and documentation of system for end users; collaborates with unit staff, internal customers, peers and Technology Services staff to provide customer service and responsive problem resolution. Develops, recommends and assists in implementing comprehensive HR system policies and procedures; ensures provision of services is in compliance with labor agreements and Federal and State statutes, rules and regulations; analyzes legislation and new regulations to determine effect on department programs and services and its use of technology; ensures accurate data and efficient operation of processes in alignment with County policies, collective bargaining agreements and Federal and State statues, rules and regulations; analyzes legislation and new regulations to determine effect on HR programs and services and its use of technology. May participate in labor contract negotiating sessions; identifies and researches significant or controversial issues; prepares exhibits for fact-finding and interest arbitration hearings; researches and resolves grievances; drafts and recommends contract language; researches, analyzes and reports on costs of contract proposals. WORK SCHEDULE This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday ( Fridays off! ). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
