PAY AND BENEFITS

Annual Pay Range: $74,790.72 - $94,346.04

Hourly Pay Range: $35.957078 - $45.358673

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

We are searching for a motivated, team-oriented, collaborative, and detail-oriented individual with experience in using Geographic Information Systems (GIS) for various Transportation planning activities to join our dynamic team at the Clackamas County Department of Transportation & Development as a Planner 2 (Transportation/GIS). If selected for this position, you will participate in a multidisciplinary team engaged in updating the County's Transportation Systems Plan, development of the transportation GIS layers, analysis, mapping as well as and review of projects with respect to the impact on the transportation system.

Growth and Advancement Opportunities: The Planner 2 classification is part of the promotional career path within the Planner series (Planner Trainee, Planner 1, Planner 2, and Senior Planner) in the Department of Transportation & Development / Planning & Zoning Division. Incumbents in the Planner 2 classification can advance to the higher level classifications upon satisfactory completion of an approved training and development plan. Possession of the required knowledge, skills and abilities at the higher level must be documented in an approved promotional evaluation.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
  • A minimum of two (2) years of experience using GIS software, such as ArcMap or ArcGIS Pro
  • Experience preparing and presenting oral and written reports to diverse audience
  • Experience using principles, methods and procedures of city, county, regional and/or statewide planning
  • Experience participating in transportation studies or analysis to develop recommendations for transportation solutions
  • Experience using transportation modeling or outputs to analyze the transportation system
  • Experience using databases, such as Excel to maintain information and conduct analysis of data

Preferred Special Qualifications/ Transferrable Skills:*
  • Knowledge of land use and transportation planning concepts
  • A Bachelor's or an advanced degree in engineering or planning, including coursework in transportation GIS
  • Experience using graphics programs
  • Experience using transportation modeling programs

TYPICAL TASKS

Duties specific to this position may include but are not limited to the following:
  • Undertaking complex research, analysis and producing maps using GIS to support transportation projects and programs. This will include the use of ArcMap and ArcGIS Pro in daily activities. In addition, the review of transportation modeling work completed by other agencies, and providing input into modeling for specific projects;
  • Review and identification of multi-modal projects appropriate to be included in the Capital Improvement Programs during the update of the Transportation Systems Plan;
  • Participation in community meetings, Planning Commission and Board of County Commissioner meetings. Communication of complex, technical concepts in understandable terms to a wide variety of audiences;
  • The usage of Microsoft Office products, including Microsoft Word, Excel and Access to conduct analysis related to housing, employment and other factors that influence the transportation systems. Create and present reports;
  • Supporting the development and implementation of master plans for all modes of transportation, as well as technical analysis related to the land use and transportation planning;
  • Assisting with writing, creating of maps and analysis of data for grants and grant-funded projects and programs;
  • Working with a team to prepare amendments to zoning development and or comprehensive plans that are applicable to public use of transportation infrastructure;
  • Provides support for conducting both broad and targeted public outreach and engagement.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Please Note: This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
