PAY AND BENEFITS

Annual Pay Range: $62,238.59 - $78,974.69

Hourly Pay Range: $31.917226 - $40.499840

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County (HACC) has an immediate opening for a detail-oriented, self-directed individual to join our team as the Asset/Property Management Analyst.

The Asset/Property Management Analyst will provide high-level support to the Asset and Property Management teams. Working primarily with the Asset Manager and Housing Portfolio Manager, the selected candidate will support a variety of administrative functions, with a focus on program-related compliance.

Successful candidates will have strong collaboration skills and the ability to work in a fast-paced environment with competing demands. The ideal candidate will be a skilled communicator and able to evaluate and organize a variety of information and problem-solve to find effective solutions. The ideal candidate will successfully manage multiple projects, prioritize work, adapt to changing program requirements, and work independently. A vital aspect of the role will be effectively communicating with HACC management and staff.

HACC is an independent public corporation that provides Public Housing, Affordable Housing, Housing Choice vouchers, and resident services to low-income residents of Clackamas County.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of three (3) years of relevant experience providing professional administrative, management, or operations support that would provide the required knowledge and skills to perform the responsibilities of this position.
  • An understanding of racial equity and demonstrated experience leading their work with a racial equity lens
  • Experience collecting and analyzing data, and providing recommendations based on findings
  • Experience preparing clear, accurate and concise communication within established timelines

  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving may be necessary for county business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*
  • Experience in Public Housing, HUD, or other Affordable Housing programs
  • Project management experience related to planning, organization, and implementation of a project
  • Experience working in collaboration with multiple internal departments within a variety of functional areas
  • Intermediate proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint

TYPICAL TASKS

Duties may include but are not limited to the following:
  • Responsible for maintaining accurate and timely reporting requirements for various programs, including HUD, OHCS, HOME, various lenders, etc. Responsible for keeping up to date on program related requirements, such as FMR & UA changes and providing relevant communication to the PM team regarding updates. Provides information, prepares and edits written materials regarding department/division services, activities, programs, projects and personnel. Interprets relevant policies, procedures, laws, and regulations. Reads all incoming PIH updates from HUD and provides suggestions to PM team to stay in compliance with changing HUD regulations.
  • Review and help track maintenance work order & turnover times, along with re-occupancy times, and other various performance markers.
  • Project management lead when establishing new or updating policing/procedures, including the annual review and update of our ACOP. Reviews and provides guidance regarding relevant policies procedures, laws, and regulations pertaining to the various programs HACC works with. 15
  • PIC submissions, reviewing for HUD/PIC errors, communicating with the appropriate person regarding the fixes. Prepares, complies, or edits reports and other material used for operational planning and processing.
  • Responsible for working with the appropriate parties to draft staff reports for program items that must go to the Board of County Commissioners.


REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Principles, practices and methods of administrative, organizational, economic and procedural analysis; principles and practices of public administration and business communication; principles and techniques related to areas of assignment such as financial analysis, government accounting, budget development, and statistical research; Federal, state and local laws and regulations applicable to assigned areas of responsibility; English grammar and composition; office equipment, including personal computers and software programs.

Skill to: Research and analyze administrative, operational, financial, budgetary, procedural, and organizational issues and develop improvements in operations, policies, procedures and methods; plan and conduct research projects in statistical or narrative form; analyze issues and problems from multiple perspectives; identify alternative solutions and recommend sound, logical, fact-based conclusions; prepare clear, concise and comprehensive reports; communicate effectively, both orally and in writing; maintain compliance with County, State, Federal and other rules, regulations, and laws related to areas of responsibility; coordinate work of assigned staff or project team; establish and maintain effective working relations with County employees, external agencies and businesses, citizen and community groups, and the public; operate computer software and other office equipment.


WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.

The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
