PAY AND BENEFITS

Annual Pay Range: $94,016.06 - $126,921.52

Hourly Pay Range: $45.200030 - $61.019963

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County seeks an experienced, highly motivated public-service oriented professional to join the Social Services Division as the Aging Services Program Manager. The Aging Services Program Manager provides direction and oversight for a variety of programs that serve county residents who are older adults, and to a lesser extent people who experience a physical disability. The position participates in community and strategic planning efforts, and in the county's response to disaster.

Services are provided directly by county staff and volunteers, and through agreements with community partners, including 10 Senior Centers.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of seven (7) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position including knowledge and/or experience with the following:
    • Planning and directing a human service program
    • Developing and implementing program policies and procedures
    • Supervising direct-service staff in the human services field
    • Monitoring program effectiveness
  • Experience in providing direct services to determine health care and social service needs of clients
  • Experience conducting assessments, developing plans, coordinating care, and providing information and referral services
  • Working knowledge of principles, methods, trends, practices, and techniques of information referral, supportive counseling, psycho-educational counseling, motivational interviewing and case management models of service
  • Ability to plan and coordinate a human service program, effectively developing and utilizing available staff, program and community resources
  • Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy.
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. TYPICAL TASKS

Duties may include but are not limited to the following:
  1. Plans, assigns and directs the activities of a human service program or project; develops work plans, allocates resources and develops schedules to accomplish program goals; forecasts personnel and funding requirements; develops new programs/projects to respond to human service needs.
  2. Develops and implements program policies, procedures and guidelines within department and legal standards; reviews, interprets and clarifies relevant statutes, regulations and department policies.
  3. Monitors and evaluates program effectiveness in meeting established objectives; develops quality assurance standards and implements review process; responds to client complaints and appeals of decisions made by subordinates.
  4. Hires and directs staff to provide quality service to residents and County staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments.
  5. Provides direction to staff on complex technical or procedural issues; sets case load limits, assigns cases and reviews case files; makes or reviews decisions on difficult case problems; sets spending limits per client and reviews expenditures authorized by subordinates.
  6. Responsible for or participates in preparing and updating budgets and grant proposals; manages budget/grant funds and authorizes/reviews contract payments and program expenditures; develops proposals for additional funding and personnel; gathers and compiles data and prepares reports.
  7. Oversees and conducts public relations and outreach activities; recruits volunteers; develops resources within community and private organizations; provides program information to the public, community groups and agencies; prepares or reviews flyers, website content, brochures, newsletter articles, press releases and correspondence.
  8. Coordinates the activities of the program/project with other human service programs within assigned department and other community and government agencies; promotes services and consistent application of policies and regulations; staffs advisory councils, task forces and committees.


WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off):
  • Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
  • This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
