PAY AND BENEFITS

Annual Pay Range: $79,493.86 - $100,646.63

Hourly Pay Range: $38.218203 - $48.387801

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas Water Environment Services (WES) is searching for a Policy, Performance, and Research Analyst to join their highly skilled Administrative Support Team in providing comprehensive research and analyses for cross-functional issues, projects, and department programs that have financial, organizational, policy and service impacts. This position will also manage department policy update schedules, analyze effectiveness of policies, practices, and operations, and identify and recommend necessary changes. The Policy, Performance, and Research Analyst will perform necessary research, analysis, and interviews to propose department programs and workplans, including presenting them to management and carrying out implementation.

An ideal candidate for this position will have demonstrated experience with project management, leading the work of others, drafting policy updates, maintaining electronic records systems, evaluating programs, conducting research and interviews, and preparing reports. Utilizing strong interpersonal and communication skills will also be critical to success in this position.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position including the following:
    • Leading the work of others
    • Planning and conducting comprehensive research studies
    • Drafting policy updates, managing policy lifecycles, and data analysis
    • Program evaluation, including evaluating program goals, objectives, and performance measures, and providing recommendations for improvements based on findings
    • Preparing reports based on data analysis, research findings, and forecasting trends
    • Project management
    • Conducting interviews to obtain information needed to support projects
  • A minimum of four (4) years of experience maintaining electronic records systems
  • Strong interpersonal skills that translate into all the following:

Preferred Special Qualifications/ Transferrable Skills:*
  • Working knowledge of a public wastewater utility
  • Experience designing electronic records systems including managing retention schedules
  • Knowledge and experience of utilizing various tools and evaluation methods for organizational performance management
  • Ability to identify opportunities for efficiencies, suggest updates, and manage implementation
  • Experience researching and evaluating fiscal effectiveness of agency contracts
  • Experience with a variety of computer information system platforms, technical tools, and processes, including data collection, data management, as well as the ability to use complex query languages, procedures, and techniques
  • Experience designing continuous quality assurance standards, performance standards and processes for collecting, monitoring and using data
  • Experience with SharePoint and MS Teams
  • Experience with PeopleSoft
  • Experience and/or training in data visualization, as well as building and deploying dashboards and/or visualizations
  • Experience with human resource functions such as; performance and workforce management, including annual appraisal programs, succession planning, hiring and retention planning, etc.

TYPICAL TASKS

Duties may include but are not limited to the following:
  1. Plans, identifies, and conducts comprehensive research studies and operational improvement projects to analyze effectiveness of department policies, programs, services, systems and operating procedures; determines appropriate methods of approach and analysis, including involvement of internal staff and collaboration with stakeholders; develops scope and timelines, including identifying and utilizing resources and mitigating difficulties; establishes criteria to identify and measure quality, effectiveness and compliance; designs, collects and may oversee collection of data; conducts data analysis and quality reviews including interviewing programs to obtain valuable information to support projects; The position will provide project management of several department strategic initiatives including electronic records systems, workforce planning and performance evaluation programs, and once programs are in place will maintain them. That will include leading and coordinating the work of the administrative team by providing work direction, assigning work, training employees, checking for completed work and ensuring completion within established time and budget guidelines for projects.
  2. Develops, recommends and audits program performance measures that are influenced by the management of department-wide projects and initiatives. Evaluates performance in relation to department/division goals and budget. Conducts quality and compliance audits to assist management with performance management. Supports department planning efforts by providing recommendations on organizational improvement methods and department efficiencies. Leads and facilitates planning meetings and conducts interviews with cross-functional teams to identify organizational improvements or to gather needed information for project progression. Assists in planning process to identify customer needs and ways to measure effectiveness, efficiency, and general performance. Support department staff in documenting work flow by applying principles of continuous improvement, and integrating performance information into organizational processes.
  3. Coordinates and leads work performed by staff participating on department task forces who are contributing to department projects. The team often conducts studies or surveys of the organization, programs, systems, and methods, and develops and organizes project scope and timelines. When applicable would recommend project budget. The position will manage project steps and incorporate effective participation of task force team members and stakeholders. Provides organizational support, research and materials. Monitors and tracks project budget, schedule and performance. Coordinates project activities with department work groups or programs with stakeholders. Recommends changes to project plans in response to unforeseen changes or unexpected results and obtains approvals to proposed changes in project scope, budget, or schedule with the Administration Manager.
  4. Evaluates, organizes, and reports findings and identifies and recommends options or solutions and their associated benefits or impacts. Researches and incorporates current best practices and emerging trends and prepares comprehensive reports and presentations, which may include researching information from outside agencies. Presents information to Administration Manager and at times may present directly to the department Leadership Team.
  5. Recommends changes to policies and operational systems to improve quality, maybe regulatory compliance, and to mitigate potential operational risks. Develops, writes, or revises policies and procedures and works directly with Subject Matter Experts on updates. Provides implementation options and develops and recommends methods to improve operations. Develops processes for systematic organizational improvement. Coordinates and manages policy life cycles and ensures Department is in compliance with policy updates.


WORK SCHEDULE

This position is included in the County's alternate workweek program:
  • Potential work schedules include working 40 hours during a standard workweek of Monday through Thursday (Fridays off, with four 10-hour days) or 40 hours during a standard workweek of Monday through Friday (with five 8-hour days).
  • Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
  • This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

Clackamas Water Environment Services produces clean water and protects water quality for more than 190,000 people living and working in Clackamas County. We operate and maintain five resource recovery facilities, 23 pumping stations and hundreds of miles of pipes.

Each year, we clean more than seven billion gallons of water which we recover and turn into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by surface and stormwater runoff, the number one source of water pollution in Oregon.
