PAY AND BENEFITS

Annual Pay Range: $72,266.58 - $91,537.25

Hourly Pay Range: $34.743549 - $44.008292

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

The Clackamas County Public Health Division (CCPHD) is seeking a Program Planner to oversee a coordinated immunization system to improve population level immunization rates.

CCPHD's mission is to protect and promote the community's health by advancing racial health equity, building partnerships, and establishing culturally responsive systems. Immunization is the safest and most effective public health tool for preventing disease and death.

This position reports to the Deputy Public Health Director and is responsible for planning and coordinating immunization services, including fulfilling a local public health authority's statutory responsibility to make immunizations available under ORS 433.269. Primary duties include ongoing population health data monitoring and assessment, immunization quality improvement projects, partnership development, enforcement of immunization school laws for all childcare facilities and schools in Clackamas County, and implementation of immunization Points of Dispensing (PODs).

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of four (4) years of relevant experience coordinating health-related projects for community-based organizations, non-profits, healthcare providers, health departments, or governmental agencies with an eye for compliance, reporting deliverables, and outreach.
  • A minimum of two (2) years of relevant experience in each of the following:
    • Collecting data and metrics to report deliverables and metrics to a governing body or funder.
    • Organizing and executing outreach programs with a focus on health promotion.
    • Using principles of continuous quality improvement and data analysis to inform program budgeting, design, and implementation.
  • Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy.
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*
  • A Bachelor's or Master's degree in Public Health or a related field.
  • Experience addressing core contributors to vaccine hesitancy
  • Experience coordinating outreach programs specific to immunizations.
  • Experience working with a local public health authority.
  • Experience with Vaccines for Children (VFC) assurance/compliance and immunization school and childcare regulations.
  • Experience with the implementation of immunization point of dispensing (PODs)
  • Experience creating budgets
  • Experience convening and leading engagement with a variety of internal and external multi-sector partners including community-based organizations, health systems, early care and educational systems, County departments, and decision-makers.

TYPICAL TASKS

Duties may include but are not limited to the following:

1. Designs program descriptions, policies, procedures, and systems; recommends, develops and monitors budgets; monitors operational details of program; implements and coordinates program activities.

2. Plans, organizes, and conducts studies of program effectiveness to evaluate service needs and utilization of resources; develops measurable outcomes to track and measure program performance.

3. Makes recommendations to increase utilization and effectiveness of programs and methods of treatment and administration based upon preliminary planning studies, reviews of relevant literature, research and policy.

4. Facilitates, provides staff support, and participates in advisory groups, meetings, and conferences; coordinates and collaborates with community partners through outreach and education; develops and implements community outreach plans; makes presentations to citizen groups and funding sources.

5. Assists in improving, coordinating, promoting, and developing needed resources through the implementation of referral and contract services with maximum utilization of existing community resources.

6. Coordinates access to a variety of systems and/programs; ensures systems coordinate to reach a common goal; researches and works toward resolution of system problems; works to eliminate barriers to system access.

7. Establishes and maintains relationships with similar personnel engaged with other local programs and agencies; builds relationships with stakeholders from region.

8. Prepares and maintains current research information and data trends regarding specific program area, as well as funding and grant sources.

9. With guidance, prepares specifications, negotiates, and monitors all contracts for services approved by the department; monitors contract resources.

10. Coordinates and conducts special studies and work projects relating to departmental goals, objectives, and specific program performance; prepares reports and makes recommendations.

11. Provides technical assistance and consultation to service providers, agencies, and County staff; acts as liaison with contractors in the resolution of problems.

12. May coordinate the work of temporary employees or interns.


REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Principles, procedures, and techniques of research, program evaluation, and analysis of program design and administration; principles and practices of contract monitoring; availability of community and contract resources; facilitation; departmental policies and procedures as they relate to stated goals and objectives; concepts and principles of human behavior, behavioral or personality adjustment problems as they relate to the client group and respective program emphasis of a specific department; office practices and procedures; evidence based practice; `budget concepts, basic accounting and mathematical skills and techniques of monitoring expenditures.

Skill to: Assess and present need for service, compose and negotiate contracts, and establish procedures for effective program appraisal; analyze and evaluate situations accurately and recommend effective courses of action; present comprehensive information in either oral or written form; effectively organize and prioritize; communicate effectively in public; interpret professional material to lay individuals; conduct staff training in utilizing available programs and assess their effectiveness with departmental personnel and the public; establish and maintain effective working relationships.


WORK SCHEDULE

This position will work 40 hours during a standard workweek of Monday through Thursday (Fridays off) or Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
