PAY AND BENEFITS

Annual Pay Range: $63,529.02 - $80,612.12

Hourly Pay Range: $30.542800 - $38.755828

*The listed salary range will be increased by a 4.5% Cost of Living Adjustment (COLA) on July 1, 2023.

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Facilities Management Division is seeking a motivated and collaborative individual to join our team as a Management Analyst 1.

If selected for this position, you will analyze various facilities related topics and assist in administering day-to-day activities and functions in support of the division's strategic goals. The main objective for this position is to create, review, and update policies and procedures that affect county operated and maintained facilities. This role will work with staff within Facilities Management and other county staff to ensure complete consideration and effectiveness to new or revised policies and procedures. The Management Analyst 1 will also assist with developing and implementing Facilities Management projects, initiatives, and rollouts of new policies and procedures.

Successful candidates will have strong collaboration skills and the ability to work in a fast-paced environment with competing demands. The ideal candidate will be a skilled communicator and able to evaluate and organize a variety of information and problem-solve to find effective solutions.

Clackamas County's Facilities Management division provides maintenance and management services to owned and leased facilities housing county departments. Services provided include general maintenance; janitorial and landscape services; maintenance and repair of HVAC, plumbing, electrical, lighting and mechanical systems; fire, safety and code compliance; project management for construction and remodeling; utilities management; and leasing of facilities.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of three (3) years of relevant experience providing professional administrative, management, or operations support within an organization
  • A minimum of one (1) year of experience in policy development or coordination including developing, updating and revising policies and procedures, assisting in the implementation of policies, and interpreting policies, rules, regulations and requirements
  • Experience collecting and analyzing data, and providing recommendations based on findings
  • Experience preparing clear, accurate and concise communication within established timelines
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*
  • Intermediate proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint
  • Experience working with electronic filing systems
  • Project management experience related to planning, organization, and implementation of a project
  • Experience working in collaboration with multiple internal departments within a variety of functional areas

TYPICAL TASKS

Duties may include but are not limited to the following:
  • Creates, reviews and updates all Facilities Management policies and procedures. Works with Facilities Management and County staff to gain full understanding of the effects or impacts of a policy or procedure and help create an effective policy document. Builds training and presentation materials to explain policies and procedures.
  • Assists with development and implementation of Facilities projects, initiatives, and the roll out and implementation of a new policy or procedure.
  • Maintains and validates master data set for County real property assets, including building, land, and other assets. Provides analysis for Senior Management as needed.
  • Performs final audit reviews prior to a project closing.
  • Opens, closes a requests special services for utilities accounts. Evaluates, enters and tracks Utility Data for the strategic Energy Management (SEM) Program and budget uses.
  • Monitors and updates the Facilities Management share drive, acts as the liaison to Records Management and their services, and oversees the compliance and use of physical and digitally saved documents.
  • Performs lease recording, completes tax exemption forms and tracks final approval process with the Recording Office.
  • Creates and updates content for and assists with layout of the Facilities Management intranet web-page.
  • Provides backup coverage for other office staff within the division as needed.


REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Principles, practices and methods of administrative, organizational, economic and procedural analysis; principles and practices of public administration and business communication; principles and techniques related to areas of assignment such as financial analysis, government accounting, budget development, and statistical research; Federal, state and local laws and regulations applicable to assigned areas of responsibility; English grammar and composition; office equipment, including personal computers and software programs.

Skill to: Research and analyze administrative, operational, financial, budgetary, procedural, and organizational issues and develop improvements in operations, policies, procedures and methods; plan and conduct research projects in statistical or narrative form; analyze issues and problems from multiple perspectives; identify alternative solutions and recommend sound, logical, fact-based conclusions; prepare clear, concise and comprehensive reports; communicate effectively, both orally and in writing; maintain compliance with County, State, Federal and other rules, regulations, and laws related to areas of responsibility; coordinate work of assigned staff or project team; establish and maintain effective working relations with County employees, external agencies and businesses, citizen and community groups, and the public; operate computer software and other office equipment.



WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
