PAY AND BENEFITS

Annual Pay Range: $46,833.58 - $59,061.12

Hourly Pay Range: $24.017222 - $30.287756

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County (HACC) is recruiting for an Occupancy Specialists to join our team as we work towards providing affordable housing opportunities to help break the cycle of poverty and improve the quality of life for our homeless, disabled, and low-income clients in Clackamas County. We are looking for candidates who can provide strong customer service, are adaptable to changes, manage a varied workload, and understand the importance of providing trauma-informed care services to our clients.

The Occupancy Specialists will help support the operations of the Regional Long-Term Rental Assistance (RLRA) program. The Occupancy Specialist is responsible for eligibility review of applications, rent calculation, providing customer service, reviewing and approving leases and contracts, providing HQS inspection support, managing a caseload, compliance, and other aspects of human services. Occupancy Specialists use significant judgment in interpreting and applying regulations, guidelines, and department policies.

An ideal candidate will have the ability to effectively manage a large and varied caseload of clients and responsibilities and shows a strong commitment to public service. They will also be problem solver who utilizes critical thinking skills when faced with difficult scenarios presented by prospective participants, community partners, and/or inter-agency partnerships.

Required Minimum Qualifications/ Transferrable Skills:*
  • At least two (2) years of work experience in housing programs, case management, residential services, property management, or other social services
  • Experience in property management
  • Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy.
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*
  • Experience working with YARDI or other Housing Authority database software
  • Experience in a regulated work environment
  • Experience working with low income families
  • Experience maintaining a client caseload
  • Knowledge of basic accounting principles and practices
  • Bilingual skills (Spanish or Russian)

TYPICAL TASKS

Duties may include:
  • Coordinates and administers various federal/state housing programs including, but not limited to: Regional Long-term Rent Assistance (RLRA), Housing Choice Voucher (HCV) and Public Housing;
  • Performs eligibility determinations for housing programs by obtaining and reviewing third-party verification documentation; calculates rent amounts and utility allowances; obtains landlord/tenant signatures; and completes files according to department standards;
  • Interviews and briefs program participants on program regulations and requirements; evaluates requests for accommodation from program participants to determine if reasonable; and assesses for need;.
  • Schedules and conducts annual and interim redetermination of eligibility following established guidelines, policies and procedures using prescribed software;
  • Support with conducting HQS inspections when needed;
  • Review and approve Requests for Tenancy Approval;
  • Review leases and create contracts;
  • Support with conducting HQS inspections when needed;
  • Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion; and actively promotes an environment respectful of living and working in a multicultural society;
  • Reviews and investigates cases involving lease and/or program or policy violations;
  • Maintains rapport with program participants, landlords, and other associated stakeholders;
  • Audits co-workers' files for accuracy and completeness


REQUIRED KNOWLEDGE AND SKILLS

Knowledge of:
  • Housing assistance program regulations, policies, procedures, and practices;
  • Federal, state, and local regulations governing assigned rent assistance programs, including Housing and Urban Development (HUD) guidelines;
  • Case management principles and practices relevant to low-income families, homeless populations, veterans, victims of domestic violence, and individuals with disabilities;
  • Oregon landlord-tenant law and/or basic property management experience;
  • HIPAA and laws governing the privacy of protected and confidential information;
  • Knowledge of basic accounting principles and practices.

Skills to:
  • Understand and follow oral and written instructions;

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.

The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
