PAY AND BENEFITS

Annual Pay Range: $51,451.97 - $64,832.46

Hourly Pay Range: $26.385626 - $33.247415

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

*There is an additional 5% compensation for bilingual skills.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Social Services Division is currently seeking a bilingual (Spanish/English) Case Manager to join their team in the Regional Long-Term Rent Assistance (RLRA) Program. The Case Manager will provide housing retention services through a person-centered, culturally responsive, housing first model with 90-100 low-income family and individual households. Services and support will be provided in both English and Spanish, as well as any additional languages needed utilizing interpretation services. Primary job duties will include voucher application support, accepting referrals from the Clackamas County Social Services Division Rent Relief Team, participating in Housing Authority and Housing & Community Services Division RLRA voucher trainings and orientations, and collaborating and problem solving with applicants, tenants, and county staff and services.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of two (2) years of relevant experience that would provide the required knowledge and skills to perform the duties of the position
  • Bilingual fluency in English and Spanish
  • Direct case management experience, or a comparable function, working with homeless and/or low-income populations
  • At least one (1) year using creative problem solving, with successful results, in preventing people at high risk of homelessness from becoming homeless, or helping who have been homeless access and maintain permanent housing
  • Knowledge of methods and techniques of strengths-based case management, principles and techniques of interviewing, offering supportive services and crisis intervention
  • Knowledge of effective recordkeeping techniques and skill to maintain accurate and concise records
  • Ability to work in effectively in a multicultural environment and to advance equity in all aspects of program delivery
  • Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy.
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment. Learn more about the County's driving policy.

  • Proficiency with Microsoft Office software (Outlook, Word, Excel)
  • Knowledge of social, health care, culturally specific, financial, and general community resources
  • Case management experience with a high-volume caseload

TYPICAL TASKS

Duties may include but are not limited to the following:
  1. Provide regional long term housing (RLRA) voucher application support and housing retention services using a person centered, housing first model with up to 100 very low- and low-income family and individual households in English and Spanish, as well as any additional languages needed (using an interpreter for additional languages needed).
  2. Accept referrals from CCSSD Rent Relief Team, participate in Housing Authority/Housing & Community Services Division (HCSD) RLRA voucher trainings, orientations and collaborate with applicants, tenants, CCSSD, HACC, HCSD around problem solving.
  3. Work closely with participants on person centered action plans to access needed services and accomplish housing stability goals, including a household budget. Revise action plans as needed to meet client needs, preferences, and values using assessment and communication skills; assist clients to receive additional needed and preferred services using knowledge of public and private resources.
  4. Promote and advance equity in approach to work, initial and ongoing engagement, and in broader community as appropriate.
  5. Prevent emergencies whenever possible through pro-active communication, including with landlords and property managers. Respond to emergencies and negotiate resolution of problems.
  6. Coordinate with health care providers, social service personnel, and other agencies to obtain services; reevaluate and update action plans at least annually. Advocate for participants with public and private agencies, schools and others.
  7. Support participants in understanding and upholding their RLRA and rental agreements, including periodic required re-certifications and unit inspections.
  8. Maintain participant records in a timely, complete and organized manner and generate reports as requested to document outcomes.
  9. Serve on rotation with other supportive housing team staff as back-up for direct service staff in the event of unexpected or planned absence.
  10. Report witnessed or suspected abuse and neglect of children, older adults and/or people with disabilities.


WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):
  • Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
  • This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
