This is a full-time (40 hours per week) County position represented by the Employees' Association.

Competitive compensation package:

Annual Salary Range: $76,070.68 - $96,312.56

Hourly Pay Rate: $36.572443 - $46.304116

*Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

In addition to competitive wages, Clackamas County offers an attractive benefits package and incentives for employees in regular status positions.

  • 12 hours of vacation accrued per month
  • 8 hours of sick accrued per month
  • 10 paid holidays and 1 personal day per year

If selected as the Policy, Performance and Research Analyst, the most critical components of your job will be to conduct program and research analysis, workflow and data system management, analyze and compile data and report outcomes. In this role, you will provide comprehensive professional analysis, forecasting, planning and assistance to support business operations, and project management and guidance on complex studies. You will have an opportunity to examine and evaluate organizational structures, administrative policies and management systems to determine the most effective methods of accomplishing work or implementing changes. You will play a critical role that, while broad in scope, requires professional expertise and understanding of complexities of the department, cross-divisional or cross-functional projects, initiatives and operations. You will be able to apply your critical thinking skills when conducting studies that typically contain findings of major significance to the department and often serve as the basis for new or considerably revised policies, systems, procedures or programs, which impact quality and of operations and services.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of four (4) years of relevant experience, including the following:
    • Experience planning and conducting comprehensive research studies
    • Experience with policy and data analysis
    • Program evaluation experience, including evaluating program goals, objectives, and performance measures, and providing recommendations for improvements based on findings
    • Experience preparing reports based on data analysis, research findings, and forecasting trends

Preferred Special Qualifications/ Transferrable Skills:*
  • Bachelor's degree from an accredited college or university in business or public administration, statistics, math, computer science or a related field
  • Experience with research design, evaluating organizational structures, compiling data and reporting outcome
  • Experience researching and evaluating fiscal effectiveness of agency contracts
  • Experience with a variety of computer information system platforms, technical tools, and processes, including data collection and data management
  • Experience designing continuous quality assurance standards, performance standards and processes for collecting, monitoring and using data
  • Experience with SQL database and queries
  • Experience in the area of data visualization
  • Intermediate proficiency in Microsoft Excel

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
