PAY AND BENEFITS

Annual Pay Range: $49,327.37 - $76,784.14

Hourly Pay Range: $23.71 - $36.91

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas Water Environment Services is seeking a motivated individual with a collaborative, team-oriented approach to work and strong interpersonal skills to join our team as a Sanitary and Stormwater Technician. If you are selected for this position, you will assist with inspecting, repairing, operating and maintaining storm drainage lines, catch basins, sewer lines, pump stations, remote package treatment facilities, stormwater systems and related equipment, machinery and instruments. In this role, you will be a member of a work team that oversees the wastewater collection system. You will also have an opportunity to assist in the planning, design and construction of the surface water management system.

Required Minimum Qualifications/ Transferrable Skills:*

• At least six (6) months of experience in construction, plumbing, excavation, or similar experience related to sanitary, storm water, wastewater utilities or construction (Note: An Associate's Degree in Wastewater and Environment Technology or similar disciplines may substitute for 6 months of the required work experience)
• Experience providing excellent customer service and answering customer questions and/or complaints
• Experience applying safety precautions and performing all tasks within the established safety protocols
• Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy.

Preferred Special Qualifications/ Transferrable Skills:*

• Knowledge of basic water sampling techniques
• Experience operating machinery and/or equipment used in the operation, maintenance and/or repair of wastewater collection, stormwater, or other related facilities, systems and components
• Possession of a Class B CDL with no restrictions in order to drive a manual transmission vehicle
• Backflow Preventer Certification
• Possession of the State of Oregon Wastewater Collection Certification Level 1
• California State University - Operations and Maintenance of Waste Water Collections System 1 & 2
• Traffic Flagging Certification from ODOT
• CPR/First Aid Certification
• Excavation Safety Awareness Competent Person Certification
• Knowledge of Confined Space Entry

TYPICAL TASKS

Duties may include but are not limited to the following:

1. Participates in land surveys of existing and proposed drainage and sanitary sewer structures and water quality facilities; surface water system maintenance and repair activities; inspects and cleans storm drains, catch basins, sewer lines, sewer pumps, water quality facilities and related structures; tests for infiltration and ex-filtration; performs standard and emergency repairs to correct line stoppages and breaks.
2. Inspects, maintains and repairs sewer/stormwater lines and access holes; maintains stormwater detention ponds; examines sewer and stormwater infrastructure for defects, debris, condition of materials, as-built map verification, smoke and dye tests, infiltration and inflow; mechanically removes debris, protruding taps and blockages; adjust access holes to specifications; applies chemical grout or excavates and replaces damaged pipe; performs main line tap ins, utility locates and vector control; inspects and documents as-built on new construction.
3. Assists in the development and implementation of projects to improve water quality in the drainage system, such as the construction of water quality facilities and planting vegetation in wetlands; corrects cross connections; collects and analyzes data on existing surface water systems; monitors water quality to maintain compliance; reengineers surface water ponds, decommissions outdated or faulty drywells; uses laser levels and related engineering/construction equipment to install new storm pipes and catch basins; recruits and coordinates volunteers and/or community groups for water quality projects.
4. Compiles and updates construction standards and standard detail drawings of sanitary/stormwater pipes, ponds and control structures; verifies completion and accuracy of plat maps for new subdivisions, annexations, easements and assessment districts by completing site assessments/inspections; participates in the global position satellite mapping of existing storm water structures, pipes and ponds.
5. Reviews and assembles contract specifications and construction plans for sewer pump stations, stormwater ponds and decant facilities, and crew shop; provides input on sewer/storm water design; computes bid quantities and cost estimates; inspects storm drainage, sewer and water quality facilities during and after construction.
6. Responds to citizen questions and complaints on surface/waste water issues, services and construction projects; researches water quality and flooding problems; conducts site visits and coordinates response; conducts facility tours and public information meetings; answers technical questions and explains wastewater collections/storm water and processing system.
7. Serves as project or team leader on various assignments; plans, schedules, assigns and oversees work to other team members; monitors and coordinates the work of contracted services; trains and leads the work of lower level technicians and new and temporary employees; provides group safety training; demonstrates safe working practices in the field.
8. Operates, maintains, inspects and repairs wastewater and stormwater equipment, machinery, and instruments; rebuilds pumps and associated equipment; investigates and corrects system failures and malfunctions; fabricates or repairs metal parts; test, monitors, calibrates and replaces electronic components; cleans wet wells and force mains; generates auxiliary power and performs emergency bypass pumping or hauling with tanker trucks; operates cctv equipment and specialized software to perform condition inspections of sewer and storm pipes.
9. Installs, calibrates and maintains flow monitoring and sampling equipment; collects, records and reports on data for billing, investigative and research purposes; collects and performs field tests on wastewater and storm water samples.
10. Operates, maintains, inspects and repairs remote package treatment facilities; collects and performs field tests on wastewater and stormwater samples; records data and prepares operating reports; records daily activities, analyzes and monitors data management system to assure accurate record and cost of daily work tasks.

WORKING CONDITIONS

Duties require physical labor, including walking, reaching, squatting, kneeling, bending, balancing, climbing, shoveling, fine motor control, and ability to lift up to 50 pounds, carry, and push/pull up to 70 pounds. Duties also involve exposure to bacteria, viruses and toxins in wastewater, chemicals, exhaust fumes and dust, loud noises, and vibration. Some duties involve exposure to adverse weather conditions and hazardous locations, such as streets, live sewers, confined underground areas, and on elevated platforms.


WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off):

• Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
• This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
• Expected daily hours are 6:00 am - 4:30 pm.

Clackamas Water Environment Services produces clean water and protects water quality for more than 190,000 people living and working in Clackamas County. We operate and maintain five resource recovery facilities, 23 pumping stations and hundreds of miles of pipes. Each year, we clean more than seven billion gallons of water which we recover and turn into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by surface and stormwater runoff, the number one source of water pollution in Oregon.

Progression through this classification's broad salary range includes meeting specific criteria:

• Within six (6) months of hire, possession of valid Class B Commercial Driver's License (CDL) with a tank endorsement and no restrictions in order to drive manual transmission.
• Within a twelve (12) months of hire, possession of the State of Oregon Wastewater Collection Certification Level 1; California State University - Operations and Maintenance of Waste Water Collections System 1 & 2; Competent Person Certification.
• Advancement to mid-range requires satisfactory job performance; proficiency with CMMS and all other commonly used office computer systems; State of Oregon Water Collections System 2 Certification DEQ; Starting an accredited surface water education program that issues CEUs.
• Advancement to max range in the salary range requires satisfactory job performance; State of Oregon Wastewater Collection Certification Level 3 as well as four (4) Continuing Education Units (CEUs) from an accredited surface water education program (plant identification classes; watershed health, etc.) (ex: Portland State University/California State University).
