Note: This position is limited term due to grand funding through American Rescue Plan Act (ARPA). The term for this position is for eighteen (18) months starting from the date of hire.


PAY AND BENEFITS

Annual Pay Range: $59,061.12 - $74,838.80

Hourly Pay Range: $30.287756 - $38.378872

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County Social Services Division is currently seeking a Grants Project Coordinator (classified as a Human Services Coordinator 2) to join the Developmental Disabilities Program on a limited-term basis. In this position, the Grants Project Coordinator will organize and coordinate the activities and lead work of American Rescue Plant Act (ARPA) grant projects, including writing grant applications and reports. The Grants Project Coordinator will also participate in community partner support and engagement projects. The Grants Project Coordinator will collaborate with Developmental Disabilities Program staff as well as adult residential proviers to assess training, communication, and informational needs of the emerging provider community. This position will participate in planning with program staff around projects for emergency planning, self-advocacy group support, and equity, diversity, and inclusion training for staff.

We are looking for an individual who has a passion for ensuring equitable access to services. An ideal candidate will have experience working in the field of Intellectual and/or Developmental Disabilities and coordinating community support and engagement work.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
  • Training or direct work experience with equity, diversity, inclusion, and racial justice practices
  • Experience writing grant applications and reports
  • Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy.
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment. Learn more about the County's driving policy

Preferred Special Qualifications/ Transferrable Skills:*
  • Experience working in the field of Intellectual and/or Developmental Disabilities
  • Experience in service coordination and/or providing case management to vulnerable populations
  • Experience establishing and maintaining cooperative working relationships with individuals from diverse groups and backgrounds including clients, families, care providers, community resources, other public and private agencies and County employees
  • Experience interpreting and applying federal, state and local laws, rules, regulations and policies

TYPICAL TASKS

Duties may include but are not limited to:
  1. Plans and coordinates the activities of human service project; develops work plan, allocates resources, and develops schedules to accomplish project goals and objectives.
  2. Oversees coordination of and conducts public relations and outreach activities; recruits subject matter experts and facilitates steering committee meetings; develops resources within community and private organizations; provides program information to the provider community, advisory councils, program staff; prepares or makes presentations, correspondence, and materials for electronic media.
  3. Leads the work of paraprofessional and/or other program support staff and volunteers; provides direction to staff on complex technical or procedural issues; makes or reviews decisions on difficult project problems.
  4. Coordinates, prepares and submits grant applications; ensures compliance with grant reporting requirements; serves as a liaison with granting agency; assists in preparing and updating budgets; gathers and compiles data and prepares reports.


REQUIRED KNOWLEDGE AND SKILLS

Knowledge of: Developmental Disabilities services, residential provider expectations, and applicable Oregon Administrative Rules (OARs); Techniques of leading work, training, developing and recommending improvement for staff and program collaboration; Issues of equity, diversity and inclusion, and possess skills and strategies to apply an equity lens to internal policies, procedures and practices.

Skill and ability to: Build trusted relationships, solicit meaningful feedback; use feedback to inform development of improved training materials and training/informational sessions for staff and community partners; Establish and maintain cooperative working relationships with individuals, providers, advocates, co-workers, community partners, and other social services professionals; Strong coordination and collaboration skills, including effective communication, active listening, open mindedness and respect coupled with good reasoning, critical thinking and problem solving skills; Proficient computer software skills, including efficiency with Word, Outlook, Excel, Adobe, PowerPoint, etc.


WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):
  • Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
  • This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
