The Department of Permitting Services is looking to fill a Manager I position (Chief Operating Officer). This is executive level work directing the delivery of building construction, zoning, and land development permit processing and issuance services, plans review services, and inspections. Under the supervision of the Director, Department of Permitting Services, the position is responsible for ensuring that the mission of the Department is coordinated among divisions and carried out throughout the County in accordance with codes, regulations and performance measure objectives. The position has full line management responsibility for planning, developing, and implementing work programs, planning organizational training, communicating expectations and evaluating the achievement of established objectives and performance measures, and for effectively managing human, financial, and capital resources. In the capacity of an executive manager in the Department of Permitting Services, the position will work closely with a broad range of individuals including elected and appointed officials, senior State and Federal Government officials, executives of public and private organizations, as well as senior management personnel in Montgomery County Government and representatives of professional trades and organizations, the business community, civic organizations or other similar public and private entities to articulate and promulgate the effective delivery and administration of building and development codes and regulations. This position will help to develop policy for the mission of the Department of Permitting Services.

 

 EXAMPLES OF DUTIES:

  • Determines, in consultation with the Director, the overall organizational structure, department-wide work programs, methods, processes, and allocation of major departmental resources.
  • Directs and actively participates in the development and presentation of the Department's operating budget request and assists with the management of the Department's approved operating budget.
  • In the absence of the Director, serves as the spokesperson for the Department by responding to inquiries from the media, the County Council, and other local and State Government officials and citizens.
  • Develops and oversees administration of Department-wide policies and procedures.
  • Lead, inspires, motivates, evaluates and counsels subordinate supervisory staff and to delegates responsibility to them, as appropriate.
  • Coordinates with internal and external agencies to facilitate effective and efficient service delivery to the Department's customers and stakeholders.
  • Serves as the Department Director in the Director's absence. Performs related duties as required.

 

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

 

This position requires the ability to attend meetings or perform work at locations outside the office.

 

MINIMUM QUALIFICATIONS:

 

Experience : Seven years of progressively responsible experience in organizational management or permitting services delivery, four years of which were in a supervisory or executive capacity. Note: The term "executive" is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exert considerable influence on organizational policy, plans, and operations (e.g., County positions at Grade 30 or above).

 

Education: Possession of a master’s degree from an accredited college or university.

 

Equivalency: An equivalent combination of education and experience may be substituted.
