Strategic Projects and Opportunities Team, known as SPOT.

Based in the Office of the Chief Administrative Officer, the Strategic Projects and Opportunities Team plans and delivers projects, programs and policies with significant municipal or community impact. We conduct highly complex analyses on a wide range of management, administrative, financial, asset management and other organizational issues and provide advice to City executives.
For the next two years, your focus in this position will be convening the City's Charter Commission to evaluate Portland's form of government and engage the community in a conversation about its future. The Commission is appointed by the City Council and comes together at least once a decade to review the City charter and recommend changes. Community advocacy has sparked interest in considering a significant transformation to the way Portland elects leaders and manages day-to-day business.
