WHAT YOU WILL DO

As the Diversity, Equity and Inclusion Officer, you will work with senior leaders of the agency to develop and implement programs designed to meet the agency’s goal of a diverse and inclusive workforce. This position also works at a senior level to drive and track progress toward the Equity and Racial Justice goal of the agency’s strategic plan/Statewide Housing Plan, including coordinating and supporting agency efforts to improve service equity to Oregonians.

In this position, you will provide vision, direction, counsel, and leadership to all employees in areas of equity, diversity, inclusion (DE&I) and racial justice in their daily work, and in the programs and activities of the agency.

Oregon Housing and Community Services (OHCS) is Oregon’s housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. The lack of available housing, high rents and home prices are driving rapid increases in gentrification, housing instability and homelessness. The Statewide Housing Plan is a bold new agenda that articulates how Oregon Housing and Community Services will pave the way for more Oregonians to have access to stable housing opportunities necessary for self-sufficiency and to address past policies and programs that have created – and perpetuate - racial inequities in housing. It lays the foundation for OHCS to be a data- and research-driven organization, and proposes a new way of collaborating and focusing resources and energy to address the most pressing housing issues facing Oregon today. Our plan lays out ambitious goals to increase access to housing, including goals and strategies to prevent and address homelessness.

WHAT WE ARE LOOKING FOR

We are looking for a knowledgeable and experienced candidate who recognizes the diversity and worth of all individuals and groups, and can work effectively with diverse individuals and communities defined by race, color, religion, gender, sexual orientation, gender identity, gender expression, national origin, marital status, age, veterans’ preference, genetic information or disability. A competitive candidate will have demonstrated experience providing organizational leadership in reducing and eliminating inequities and ensuring internal organizational policies and programs foster racial justice, increase the agency’s workforce diversity, inclusion and cultural competency while ensuring that policies, programs, and practices are compliant and consistent with current federal and state guidelines and best practice. Experience promoting racial justice and equity in the housing arena is preferred.

Required Attributes & Competencies

  • Experience and knowledge developing policies, programs and delivering training on topics related to racial justice, equity, diversity & inclusion
  • Ability to communicate and work with people of diverse cultural and educational backgrounds
  • Expert knowledge in and demonstrated understanding of EEO, Affirmative Action, and discrimination and harassment policies and procedures
  • Must embrace teamwork and promote a team-oriented environment
  • Must have the experience and ability to build relationships with stakeholders, staff, leadership, Housing Stability Council, and external partners
  • Exceptional interpersonal skills including effective inter-cultural communication skills
  • Demonstrated awareness of and respect for cultural values and norms of various communities
  • Must demonstrate initiative
  • Sensitivity to and understanding of specific barriers to accessibility and engagement
  • Ability and skill to communicate effectively
  • Represent OHCS professionally at all times
  • Serve as a positive role model and maintain positive working relationships with leadership, staff, partners & communities
  • Possess skills to interpret laws, rules, and regulations and apply them to varying and complex compliance situations
  • Understanding of management principles and practices
  • Strong project management skills
  • Strong commitment to professional and ethical standards, with an ability to think and act strategically, maintain confidentiality, use diplomacy and discretion, offer sound judgement, and share and receive feedback in a constructive manner
  • Excellent judgement in all aspects of work and position
  • Proficiency with MS Office Suite (Outlook, Word, Excel, Power Point)

We recognize that your time is valuable. We will be looking for the following Minimum Qualifications in addition to the skills listed above:

  • Three (3) years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation. OR
  • Two (2) years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management. OR
  • Three (3) years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.
