Montgomery County Employee Retirement Plans (MCERP) manages the administration, compliance and financial reporting for the County's retirement programs. Our plans are currently valued at $7.0 billion in net assets, with $200 million in annual contributions and over $550 million in net annual investment income.

 

MCERP is seeking a part-time Accountant/Auditor to join their team. The position will be responsible for the accounting and compliance monitoring of the assets of the Montgomery County Employee Retirement Plans.

 

Duties may include, but are not limited to: preparing analyses of statements and reports and making recommendations regarding the analyses; preparing records for the disbursement of funds; preparing financial statements and disclosures for the Annual Financial Report; reconciling accounts in preparation of year-end closings; serving as financial resource person; preparing and analyzing bank reconciliation statements and preparing expenditure reports; and preparing and accounting for retirees' pension payroll along with the associated Maryland State Tax withholding and IRS reporting.

 

A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.

 

Salary posted is for a full-time position. Part-time pay rate will be based on the relevant hourly rate for the level in which the employee is hired. Employee will work up to 30 hours per week.

 

Position may be filled at the Accountant/Auditor I, II or III levels:

 

Accountant/Auditor I, Grade 18 - Salary: $47,848- $78,902

 

Accountant/Auditor II, Grade 21 - Salary: $54,947- $90,848

 

Accountant/Auditor III, Grade 23 – Salary: $60,285 - $99,852

 

MINIMUM QUALIFICATIONS:

 

If filled as Accountant/Auditor III:

Education: Graduation from an accredited college or university with a Bachelor's degree in accounting; or a bachelor's degree in Business Administration or Public Administration or a related field with a major of accounting coursework.

Experience: Three (3) years of experience performing professional accounting work comparable to the Accountant/Auditor II.

Substitution: Certification as a Certified Public Accountant (CPA) may be substituted for a degree in Accounting or a major in Accounting.

 

If filled as Accountant/Auditor II:

Education: Graduation from an accredited college or university with a Bachelor's degree in accounting; or a bachelor's degree in Business Administration or Public Administration or a related field with a major of accounting coursework.

Experience: Two (2) years of experience performing professional accounting work comparable to the Accountant/Auditor I.

Substitution: Certification as a Certified Public Accountant (CPA) may be substituted for a degree in Accounting or a major in Accounting.

 

If filled as Accountant/Auditor I:

Education: Graduation from an accredited college or university with a Bachelor's degree in accounting; or a bachelor's degree in Business Administration or Public Administration or a related field with a major of accounting coursework.

Experience: One (1) year of experience performing professional accounting work.

Substitution: Certification as a Certified Public Accountant (CPA) may be substituted for a degree in Accounting or a major in Accounting.

 

PREFERRED CRITERIA     

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:

 

  1. Knowledge of generally accepted accounting principles for governmental accounting, including a thorough knowledge and understanding of GASB standards and statements.
  2. Experience preparing financial information for inclusion in a CAFR, audit report, and other financial management reports including planning, prioritizing and performing a year-end closing of assigned funds/sub-funds/projects; pension accounting, administration, including regulatory and IRS reporting, and budget-based analysis; and preparing supporting work papers, schedules, exhibits, and reports.
  3. Proficiency performing complex reconciliations and preparing schedules which are cross-referenced to source documents.
  4. Proficiency using an ERP accounting system, particularly Oracle or Oracle E-Business.
