The Public Administrator/Public Guardian/Conservator Division has an opening for a Chief Deputy Public Administrator/ Public Guardian/Conservator (Operations Manager) to plan, organize, supervise, review, and evaluate the work of Deputy Public Guardian/Conservators and other professional and clerical staff assigned to the Division. The Chief Deputy PA/PG/PC reviews and approves all court accountings under probate law; reviews redeterminations for conservatorship under mental health court; attends court proceedings as determined necessary in consult with County Counsel; reviews and approves all referrals for serving as administrator, guardian, conservator, and representative payee; makes determination on whether to accept or deny referral in consult with the County PA/PG/PC as necessary; assigns referral to office deputies in accordance with policies and procedures. The Chief Deputy PA/PG/PC represents the Monterey County's Public Administrator/Public Guardian/Conservator Division and collaborates with the public, social service and health care agencies, and other County departments.
The Public Administrator/Public Guardian/Conservator Division ensures the physical and financial safety of County residents who are unable to do so on their own or unwilling to accept treatment or are deceased; conducts the official County investigation into conservatorship matters, and acts as the legally appointed Guardian, Administrator or Conservator for persons and/or estates who meet the legal criteria.

THE IDEAL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills, and abilities:
• Federal, State, and local laws, codes and regulations related to Laterman Petris Short Conservatorships, Probate Conservatorships of estate and/or person, and Public Administration of estates.
• Basic principles and practices of public conservatorship, guardianship, and administration.
• Basic understanding of governmental accounting and budget development and monitoring principles.
• Electronic data systems/case management software products and basic computer systems and applications used by county department (i.e. Office 365).
• Principles and practices of program development, management, and evaluation.
• Methods and principles in effective staff selection, management, development, training and supervision.
• Principles and practices of effective public/community and customer relations; effective written and oral expression.
• Effective methods of program documentation, inventory, and record keeping.
Skill and abilities to:
• Plan, organize, direct, and evaluate the work of the Public Guardian office staff and functions in accordance with Welfare Institutions Code, Probate, and other applicable State laws and regulations.
• Develop policies and procedures in the areas of Guardianship, Conservatorship, LPS and Estate Administration and revise as necessary with changes in local and State laws and regulations.
• Interpret and appropriately apply County, agency, and departmental policies, procedures and rules.
• Establish and coordinate conservatorship/decedent case management efforts with other public and/or non-profit agencies and effectively interact with other professionals (doctors, lawyers, Court Investigators, social workers, realtors and contractors).
• Manage a conservatee/decedent caseload in an efficient and sensitive manner; organize and prioritize estate/case management tasks and assignments.
• Communicate professionally and effectively; prepare clear, concise, written communications and comprehensive court reports.
• Maintain complete and accurate case dictation and trust/estate case records.
• Communicate effectively with individuals in emotional distress and with clients who lack the mental capacity to manage their person or estates.
• Provide accurate and effective testimony in court on specific assigned cases, as required.

• Exceptional organizational skills, including the ability to prioritize and complete multiple time sensitive tasks.
Examples of Experience/Education/Training
Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:
Education: A Bachelor's degree in Business or Public Administration, or a related filed.
Experience: Four (4) years relevant experience involving probate of estates, legal guardianship, conservatorship, and estate management, or other related experience.
Condition of Employment:
As a condition of employment, the incumbent will be required to:
• Possess and maintain a valid California Driver's license or the ability to provide alternative transportation that is approved by the appointing authority.
• Be available to work a flexible schedule including evenings, weekends, holidays and during times of disaster or emergency.
• Successfully pass an extensive background investigation to the satisfaction of the Appointing Authority with the ability to be bonded. The Health Department will conduct thorough background and reference checks which include a Department of Justice fingerprint check. The Applicant will be required to execute a consent and waiver for the background investigation.

COMPENSATION AND BENEFITS:
Chief Deputy Public Administrator/ Public Guardian/Conservator is in the Operations Manager classification, which is broadbanded. Salary is dependent upon qualifications.
