 The Bureau of Development Services (BDS) is actively seeking a City Planner II with a Land Use specialty to join our team of experts to perform complex and responsible professional planning assignments ranging from evaluating building permit applications for compliance with applicable land use codes, to analyzing development proposals and preparing written findings and PowerPoint presentations as part of discretionary land use reviews. As a City Planner II, you will carry out individual responsibilities using initiative, creativity and independence. If you're the right person for this opportunity, you will possess the ability to maintain confidentiality, exercise sound problem-solving skills and use professional judgment. In this role, your work may also include:

  • Determining conformity with land use laws and regulations;
  • Preparing oral and written staff recommendations;
  • Interacting in person and on the phone with individuals, groups and stakeholder representing diverse interests, including property owners, development industry professionals, neighborhood representatives, businesses, neighbors, and other interested parties;
  • Working to resolve concerns and differences among competing interests and issues; and
  • Communicating detailed technical information to a variety of internal and external customers.

City Planners IIs will also meet the Bureau's expectations of providing excellent customer service in an equitable manner to meet the needs of the City of Portland's community.  Bi-lingual/Bi-cultural candidates are encouraged to apply.  Although not required to meet the minimum qualifications for a City Planner II, two (2) years of professional-level experience is preferred for the position in the Bureau of Development Services.

A competitive candidate for the position of City Planner II - Land Use will possess the qualifications/competencies identified in the Position Description above and the knowledge, skills and abilities in this Ideal Candidate Profile. To qualify the candidate will possess the following minimum qualifications:

  1. Knowledge of the theory, principles, standards, practices research methods and information sources of land use planning, growth management, urban economics and/or community change.
  2. Ability to understand, interpret, and explain and apply federal, state and local laws, regulations, policies, procedures, standards and planning principles and practices to specialized, complex or diverse development proposals (current planning) or to policy, code, plan or strategy development (long range planning).
  3. Ability to manage projects or development proposals including developing work plans and schedules, delivering products and engaging the public.
  4. Experience analyzing data and information; exercising sound independent judgment and reaching appropriate conclusions within established policies and guidelines; and presenting ideas and requirements clearly and persuasively, orally and in writing.
  5. Experience engaging stakeholders by establishing and maintaining effective working relationships with diverse populations and interest groups (e.g. property owners, community representatives, developers, internal staff, elected officials, and the general public); knowledge of and the ability to use best practices in inclusive and culturally appropriate community engagement.
