We are seeking a training technology specialist to provide Learning Management System (LMS) administration and system support to manage and track skill-based learning and development activities of all agency staff.

This position is with Central Services Division, Human Resources in Salem.  Human Resources (HR) provides centralized and dispersed services department-wide such as employee development and training, employee relations, labor relations and labor contract negotiations, recruitment, employee civil rights, classification and compensation, records, and position management.

Duties & Responsibilities

Learning Management System Administration and Training Support

  • Work with Department of Administrative Services (DAS) statewide LMS administrator on system management.  Interface with DAS and information systems during software upgrades and testing phases.
  • Provide support to ODOT users by providing instruction (classroom and individual), establishing new users, troubleshooting system performance issues, and enrolling ODOT and non-ODOT users in courses or conferences.
  • Provide regular training to business lines how to effectively use the LMS.
  • Create and add training events and content for users.
  • Assist with ODOT and statewide conferences for onsite and virtual registrations. 
  • Prepare training tools users and instructors using different learning platforms.
  • Produce reports about training offered by HR, analyze attendance trends, and make recommendations to trainers and other HR staff.  Produce ad hoc reports for managers and supervisors. 
  • Maintain and archive documentation in compliance to records management policies and procedures.
  • Maintain an online user's guide for employees and managers. 
  • Represent ODOT at statewide LMS user and administrator meetings.
  • Provide consultation to managers on a variety of training topics.
  • Participate in the collective bargaining process and development of concepts regarding the agency's training and development policies and best practices. Perform analysis and evaluation on training and development statistics, demographics, and related information and provide reports and data analyses requested.
  • Assist with the annual manager training day course offered to all managers.
  • Provide support for video and audio conferencing used in the delivery of training services.
  • Prepare surveys using Survey Monkey or similar software and perform analyses with survey response data. 

HR Intranet/Internet Webpage Design and Maintenance

  • Provide web support and serve as web editor for HR intranet/internet webpages to ensure content is relevant, accessible, user friendly, and in compliance.
  • Design, develop, and update webpage content and resources, make recommendations for website improvements, and stay current on web design concepts and best practices.
  • Represent HR's interests on agency and statewide committees and user groups pertaining to web content management.
  • Monitor and analyze data to provide reports to management about HR's website usability and performance.
  • Diagnose software issues and coordinate solutions.  Stay current on software needed for web design, development, and maintenance.
  • Consult with HR staff in developing and launching content on the HR intranet/internet webpages.
  • Troubleshoot problems and provide technical support to end users.

Working Conditions

  • Occasional travel and some evening and weekend work.
  • Extensive use of a computer and software programs (MS Office programs and SharePoint).
  • Assignments are often required to be completed on short timelines and with strict deadlines.
  • During collective bargaining process, this position may be required to work additional hours or provide information during collective bargaining activities which often happen after business hours.

Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills AND two years professional-level evaluative, analytical and planning work related to learning management systems or training.
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
