Typical Duties Include:

  • Serving as an Assistant Director for Operations (Business Manager) performing a broad range of functions supporting the operations of the assigned organization, responsible for oversight of the day-to-day operations and for the continuing business process assessment and performance improvement.
  • Developing strategies and plans to fully optimize the use of human capital, financial resources, and advancements in technology to achieve optimum results.
  • Assessing operational shortfalls, identifying opportunities for improvement, initiating technology exploration, and evaluating processes and technologies that may have the potential to improve the effectiveness of the mission of the organization.
  • Managing the design, development, and implementation or conduct of management systems and activities for program review and analysis.
  • Directing and coordinating financial management activities to include: special and recurring financial reports; internal reviews; collaborating with senior staff to develop and implement plans to modernize program management systems.
  • Exercising broad technical control, direction, and coordination over accomplishment of assigned functions. Planning work to be accomplished by subordinates and assigning continuing day-to-day responsibility to staff members.
  • Attending and participating in meetings and conferences where crucial policy formulation, procedural development, and program planning matters are discussed and agency positions are developed.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:
SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes: 1) analyzing business operations data and providing recommendations; 2) advising managers on performance matters; 3) assisting managers with allocating administrative resources; 4) identifying and resolving funding inquiries; and 5) developing and implementing administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives. Such experience must include work in both financial management/budget analysis and human resources with additional experience in at least 2 of the following areas: management analysis, risk management or internal controls, acquisitions management, ethics, or general administrative support (such as space management, travel services, or property accountability).
