Overview of the Diversity and Equity Division
The Office of Diversity and Equity (ODE) seeks to promote diversity, equity, inclusivity, and accessibility in SANDAG programs, projects, and services. This component of the budget includes the multi-year TransNet Major Corridor and Regional Bikeway Program and other transit and capital improvements. Examples of this work include the LOSSAN Rail Realignment, North Coast Corridor Program, bike infrastructure, and Otay Mesa East Port of Entry projects.
SANDAG’s Capital Project Office is responsible for maintaining the standards of project management by monitoring cost, scope, and schedule for all projects within the agency’s capital program. This includes budget development, resource planning, and scheduling and streamlining project management for over 100 projects, with a multiple year investment of over $9 billion. SANDAG partners with Caltrans, transit operators and local jurisdictions in order to implement these major transit, highway and bikeway projects throughout the region. In addition, the Capital Project Office maintains public accountability by ensuring data quality of the public TransNet Dashboard, an interactive tool which provides in-depth reporting on the progress of TransNet funded Major Corridor projects.
Role
The Project Control Analyst will develop, monitor, and maintain cost, scope, and schedule for capital transportation projects, and participate in technical financial and project management analyses related to the SANDAG capital improvement program. Overview of the Human Resources Program
Working in close collaboration with employees, managers, and executives, the Human Resources team has a reputation for delivering programs and services that contribute to the overall effectiveness of the organization. Supporting more than 400 employees, who represent all stages of career development from entry-level interns to senior executives, and a diverse range of technical expertise, the Human Resources team designs, implements, and facilitates programs and practices that allow the agency to leverage the very best from its talented staff. Role
This position will support the Human Resources program with compiling, analyzing, and presenting data in areas related to talent acquisition, benefits, compensation, performance management, and organization development.
This position may be filled at the I, II, depending on the selected candidate’s experience and qualifications.
Experience and Qualifications
A bachelor’s degree with major course work in Business Analytics, Data Science, Data Visualization, Statistics, Business Administration, Information Technology, Mathematics, Human Resources, or a related field.
One plus years of increasingly responsible, professional full–time experience compiling and analyzing data for business or program management.
Demonstrate a strong analytical mindset and experience, being solutions oriented in working closely with stakeholders to understand their needs, objectives, data assumptions, and challenges.
Experience compiling and maintaining data/information; experience extrapolating, interpreting, and manipulating data from systems or databases, statistical modeling, and statistical distributions.
Demonstrated competence in creating data visualization models and supporting tool development efforts across the department using analytical tools such as SQL, R, Tableau, and PowerBI.
Experience with Enterprise Resource Planning (ERP) software related to Human Resources Information Systems (HRIS) such as Ceridian, PeopleSoft or Oracle is preferred.

These requirements entail reviews of DBE commitments, development of an annual shortfall analysis and corrective action plan, compliance with mega-projects subcontracting plans, Commercially Useful Function (CUF) reviews, good faith effort evaluations, terminations/substitutions, and developing program initiatives and procedures to ensure SANDAG is in compliance with Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) DBE regulations. Experience and Qualifications
A bachelor’s degree from an accredited college or university, with major course work in public administration, business administration, information systems, or a related field. A master’s degree is desirable. A combination of relevant education and recent work experience may be considered in lieu of the bachelor’s degree requirement.
A minimum of five years of increasingly responsible, professional program administration experience in areas such as business/office services, data analysis, project management or small business development, including some lead or supervisory experience.
Knowledge of Code of Federal Regulations (CFR), 49 CFR Part 26, various federal, state, local laws, codes, and regulations pertaining to small business development, or DBE programs and the ability to interpret and apply the policies, procedures, laws, codes, service delivery method that will impact DBE goal setting processes and regulations.
Ability to perform complex, analytical reporting of data from multiple sources and compile and produce reports for management and various stakeholders with use of independent judgment and personal initiative.
Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of program goals.
