The Mega Projects, Border and Goods Movement Department focuses on delivering complex infrastructure and technology projects in the San Diego region, as well as delivering projects that focus on goods movement and border connectivity. Some of these projects include the SR 11/Otay Mesa East Port of Entry (OME POE), the LOSSAN Rail Realignment, the Harbor Drive 2.0/Vesta Street Bridge, and the Back Office System.
Role
Under the direction of the Goods Movement Delivery Program Manager, the Senior Project Manager, Goods Movement will manage the implementation of the Goods Movement Program related to port (land, sea, and air), highway, and rail projects. Reporting to the Program Manager, the Senior Project Manager will focus on managing specific goods movement projects, coordinating with internal and external stakeholders, and ensuring successful project delivery within scope, schedule, and budget.
This position will be filled as a Senior Regional Planner or Senior Engineer, depending on experience.
Typical Qualifications
The minimum education, training, and experience qualifications for the Senior Regional Planner include a bachelor’s degree from an accredited college or university, with major course work in urban, regional, transportation or environmental planning, geography, business, public administration, public policy, or a related field.

Minimum Qualifications T he Agricultural Land Conservation Senior Planner Position will assist the Alachua County Forever Land Conservation Program with protection of agricultural lands through acquisition and management of conservation easements, acquisition of other conservation lands, and monitoring and stewardship of stewardship of County-held easements and county-owned lands. This position works collaboratively within the Land Acquisition Team on all aspects of conservation easement projects from initial concept to long term easement management, and supports, engages, and collaborates with citizens, private landowners and agricultural professionals, and partners within the area to identify and implement conservation practices, strategies, partnerships and funding opportunities that further the conservation of agricultural lands as a part of the County's long-term conservation goals. Master's degree in urban planning, geography, public administration, architecture, civil engineering, environmental science, or related field, and one year professional planning experience; or any equivalent combination of related training and experience. Applicants within six months of meeting the education/experience requirement may be considered for trainee status. Key responsibilities include, but are not limited to the following:
Manage capital improvement projects (CIP) design activities and serve as the Contract Administrator responsible for supervising staff activities related to CIP design, permitting and planning such as design engineer contract management and administration; quality assurance to ensure engineer’s compliance with contractual requirements; budget control; schedule control; and conformance with regulatory and permitting requirements. Additionally, the position reviews/verifies/accepts engineers’ work; reviews and approves invoices; resolves engineering issues as the technical authority; and negotiates and authorizes additional work order changes in the best interest of the County.

Prepare and manage the budget of $70 - $100 million or more; coordinating with other sections in department and Senior Accountant; and monitoring CIP expenditures versus budget.
Supervise and oversee Design Project Managers (Engineers); Planners (Planning Specialists); Construction Project Managers (Engineers); and Maintenance Engineers.
Develop contractual documents including Requests for Proposals, bid packages for Invitations for Bids, Engineering and Construction Task Orders, Scopes of Services, contracts, and amendments, as well as negotiating or directing the negotiations of contracts, task orders, changes and other contractual documents with contractors, consultant engineers and other firms.
This position requires possession of a valid driver’s license and the ability to drive a County vehicle to travel frequently to worksites to inspect and oversee construction jobsites as well as meet with contracting staff and attend meetings and perform other work at various locations throughout Montgomery County.
Occasional evening or weekend work is required.

FLORIDA RETIREMENT SYSTEM (FRS) The Florida Retirement System is a retirement plan designed to provide an income to a vested employee and his/her family when the employee retires, becomes partially or totally disabled, or dies prior to retirement. A defined benefit or defined contribution option may be chosen by the employee. TUITION ASSISTANCE PROGRAM Permanent, full-time employees are eligible for educational assistance funds. Vacation Leave – Generous vacation accrual rates with payout of unused accrued leave, with some restrictions. At the end of each fiscal year, eligible employees can convert up to 10 days of accrued sick leave to vacation leave on a 2:1 basis.
