The Portland Water Bureau is seeking a Business Services Group Director to join its Executive Leadership Team and lead its Equity, Communications, and Organizational Development functions.

The Business Services Group Director is an executive leadership position that reports to the Water Bureau Director and is responsible for planning, organizing, and directing the work of the Business Services Work Group.  As a key member of the executive leadership team, this position partners with the bureau director and peer group directors and managers to collectively identify and set bureau priorities, develop annual budgets, deliberate and decide on critical bureau policies, and help implement the bureau’s Strategic Plan (Download PDF reader). As group director, the position is tasked with managing and leading the equity, communications and outreach, and organizational development functions of the bureau in accordance with city core values and the Water Bureau’s mission, vision, and values with a particular commitment to the bureau’s plan to Advance Equity, Diversity, and Inclusion (Download PDF reader). This essential equity work is directed at both employees’ needs and experiences as well as providing equitable services to the bureau’s internal and external customers. The position has significant visibility and requires advanced communications and social context skills to productively interact with a variety of external stakeholders, including peers from other bureaus, community advisors, and elected officials. Specific primary duties include setting workgroup service levels and evaluating and reporting on programs; collaborating with peers and bureau director on bureau wide priorities and service delivery; developing and managing the group budget; coaching and building the leadership capacity of division supervisors and lead staff, communicating with internal and external stakeholders regarding equity, communications, engagement, and strategic planning, and researching and maintaining expertise in industry trends and emerging practices.

As a Business Services Group Director, you will:  

  • Collaborate with teams working toward achieving effective and equitable outcomes.
  • This job is highly collaborative. You will report to the Bureau Director (Water Bureau Administrator) and work closely with the bureau’s executive leadership team--particularly the bureau’s Finance Director, and Deputy Director and the Business Services Work Group staff.
  • Your main roles will be managing the diverse internal and external-facing functions of the Business Services Work Group and participating as a bureau leader at the executive level. You will lead the bureau's organizational development, strategic planning, communications, and equity efforts in collaboration with key internal stakeholders. Decisions at the executive leadership level will set bureau-wide and city policy and will need to consider and address bureau and city core values. The position will have significant visibility and be expected to communicate publicly regarding bureau functions, policies, and objectives in collaboration with the Bureau Director, Deputy Director, and Communications Director.
  • You will be tasked with monitoring and reporting on group-level programs in collaboration with Business Services Work Group managers, determining performance outcomes, identifying opportunities for improvement, and ensuring relevant data is reliable and accurate. 

Communicate long-term goals and lead positive organizational change.

  • You will need to set strategic long-term direction and relevant milestones in collaboration with group managers and staff.
  • You will be contributing strategic oversight and editorial direction for the bureau’s external communications efforts and engagement with local communities, bureau stakeholders, and water users.
  • The position requires strong change management skills – an ability to motivate, support, and model for staff the collaborative behaviors and equity values that define the bureau’s work culture goals.

  • The difficult effects of the Covid-19 pandemic on both employees and bureau stakeholders present challenges and opportunities in moving to re-imagine pre-pandemic office work practices and environments. The Business Services Group Director should bring care, focus, and empathy to the critical decisions ahead regarding employee work arrangements and locations, and ongoing employee support and development.
  • You will be asked to center equity in your decisions, assist the bureau toward diversifying its workforce so it represents the community the bureau serves, and create an inclusive culture that values the individual and group differences within the workforce while fostering an environment of belonging among all employees.
