Keeps informed of current trends and new professional techniques by reading professional journals and publications, and through participation in professional organizations, workshops and conferences. Coordinates, manages and reviews special projects and a variety of programs for the public. Provides bibliographic, reference and reader's advisory assistance in person and by phone to library patrons, in accordance with the service-level guidelines for each facility, using printed materials, on-line services and referrals. Arranges for the maintenance and security of vehicles and facility, including opening and closing. Serves as library system liaison to the community served by the branch(es), department or section. The Energy Security program is responsible for developing and implementing a statewide energy security plan that analyzes risks and threats to Oregon’s energy systems (electricity, natural gas, liquid fuels, and propane), and considers measures to mitigate those risks. The energy security plan is developed under both state and federal legislation. The energy security team works closely with Oregon Public Utility Commission staff, as well as utilities and energy providers, stakeholders, federal and local governments, and Tribal governments.
The Emergency Fuels Preparedness and Response program is the statewide Emergency Support Function fuels lead: trained ODOE staff respond to local, regional, or statewide emergencies by supporting coordinated response in collaboration with private fuel providers. The program manages and implements the Oregon Fuel Action Plan, which identifies scalable strategies and procedures for responding to all hazards that could trigger supply disruptions and distribution problems with potential impacts on public health and safety.

This position is eligible for a hybrid remote work schedule. The work schedule is Monday - Friday from 8:00 am - 5:00 pm. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. Seeking a full-time Environmental Analyst to facilitate the implementation of various water-related initiatives to help the states of the Northeast preserve and advance water quality.
What You’ll Do
As a NEIWPCC Environmental Analyst, you will:
Manage a variety of projects related to Water Quality Standards (WQS), nutrient and numeric water quality standards, mercury, Total Maximum Daily Load (TMDLs), Clean Water Act 303(d) national listing, and related topics, and provide leadership for workgroups on these topics.
Develop and administer work plans, budgets, and contract/grant amendments, and serve as project manager for the Long Island Nitrogen Action Plan (LINAP), which includes the supervision of regional staff.

What You’ll Do
As a NEIWPCC Environmental Analyst, you will:
Manage a variety of projects related to Water Quality Standards (WQS), nutrient and numeric water quality standards, mercury, Total Maximum Daily Load (TMDLs), Clean Water Act 303(d) national listing, and related topics, and provide leadership for workgroups on these topics.

Role The Manager of Contracts & Procurement Services, Operations and Administration oversees the delivery of comprehensive, agency-wide procurement services while ensuring adherence to related agency, state, and federal regulations and laws. This position develops and administers contracts and procurement policies, programs, and activities, directly supervises Senior-level employees, and oversees a team of about 12 employees.
This role will be focused on procurement and programs that support SANDAG’s overall operations and administration. This includes oversight of contracts and procurements that fall into the areas of Professional Services (Non-A&E/CM), Facilities & Operations, Technology, Grants, and Revenue. In addition, this position will be responsible for critical program areas that are required to keep the agency and team operations strong and modernized including contract administration activities, Micro-purchase program oversight, insurance compliance, award reporting, audit and Public Records Act request support, and administration of the contract and purchasing modules within the Enterprise Resource Planning (ERP) system.
Typical Qualifications
The minimum education, training, and experience qualifications include a bachelor’s degree with major course work in public administration, business administration, finance, law, or a related field.
At least seven years of recent, increasingly responsible, professional contracts and procurement experience, including two years of supervisory experience. An advanced degree and/or a Certified Purchasing Manager (CPM) and/or Certified Professional Contracts Manager (CPCM) designation are desirable.
Demonstrated experience supervising and mentoring professional and technical level employees; experience providing administrative and professional leadership and direction for assigned programs.

We are seeking a dedicated program manager to join our collaborative team supporting the Drinking Water Source Protection Program in New York. This individual will work with internal and external partners to develop and coordinate the implementation of source water protection plans throughout the state. Duties will include:
Supervising staff across the state who are charged with developing source water protection plans in cooperation with stakeholders and municipalities.
Facilitating program collaboration between multiple state, regional, and local entities, as well as the regulatory community and the general public.
Conducting or overseeing investigations on matters such as source water assessment and protection, water storage, treatment and distribution, wastewater treatment and discharge, point-source and non-point source pollution, permitting, compliance, and regulatory issues.
Preferred Qualifications
The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have:
A master’s degree in environmental science, biology, chemistry, earth science, environmental health, or related science, health, or policy degree.
Seven years of related technical or professional experience, including supervisory or managerial experience.
Experience collaborating with a broad range of stakeholders in implementing environmental programs.
Knowledge and experience with the development and implementation of source water protection plans, with a working knowledge of groundwater and surface water hydrology.

This individual will work with internal and external partners to develop and coordinate the implementation of source water protection plans throughout the state. Duties will include:
Supervising staff across the state who are charged with developing source water protection plans in cooperation with stakeholders and municipalities.
Facilitating program collaboration between multiple state, regional, and local entities, as well as the regulatory community and the general public.
Conducting or overseeing investigations on matters such as source water assessment and protection, water storage, treatment and distribution, wastewater treatment and discharge, point-source and non-point source pollution, permitting, compliance, and regulatory issues.
Preferred Qualifications
The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have:
A master’s degree in environmental science, biology, chemistry, earth science, environmental health, or related science, health, or policy degree.
Seven years of related technical or professional experience, including supervisory or managerial experience.
Experience collaborating with a broad range of stakeholders in implementing environmental programs.
Knowledge and experience with the development and implementation of source water protection plans, with a working knowledge of groundwater and surface water hydrology.
Knowledge and understanding of state and federal regulations and Safe Drinking Water Act.
Candidates with alternative qualifications or who have taken a less traditional career path may be considered if an aptitude for success and a strong willingness to learn is clearly apparent.

Position Logistics

After six months, this position may be eligible for a hybrid work schedule, subject to approval and program needs. Proof of COVID-19 vaccination required.

The purpose of this position is to serve as the agency’s policy, technical, and market expert on assigned energy sectors, resources, and technologies. This position functions within the program by developing relationships with external organizations and providing advice to the director and program managers on strategic planning, policies, initiatives, and operations. The position will help inform the development of energy and climate policy discussions and activities relevant to Oregon and its goals.
This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The purpose of this position is to serve as the agency’s policy, technical, and market expert on assigned energy sectors, resources, and technologies. This position functions within the program by developing relationships with external organizations and providing advice to the director and program managers on strategic planning, policies, initiatives, and operations. The position will help inform the development of energy and climate policy discussions and activities relevant to Oregon and its goals.
This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. Position Summary This is responsible administrative and professional engineering work in the review and preparation of plans, designs and specifications, and project management for public works projects related to the Transportation Capital Improvement Program (TCIP). Work involves assisting in the coordination, planning, project management and review of the work of subordinate technical employees engaged in the design, construction, operation and maintenance of public works projects related to the TCIP. An employee in this classification serves as chief engineer and manager for a major public works function, Transportation Capital Improvement Program Division. Work is performed under the direction of the higher-level supervisor and is reviewed through conferences, reports and observation of results obtained. Examples of Duties ESSENTIAL JOB FUNCTIONS This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work. Supervises, assists in planning, directing and coordinating the activities of the Transportation Capital Improvement Program Division . Performs complex design elements related to various TCIP projects. Reviews and approves design work of subordinate technicians and engineers. Performs detailed review of development plans and reports prepared by private licensed engineers and ensures compliance with applicable codes and engineering standards. Recommends updates to development codes when necessary. Exercises considerable autonomy in the design and management of transportation capital improvement projects. Approves layouts and other significant design considerations for projects. Responsible for assimilating all components of project plans, including but not limited to plans, quantities, specifications, contracts, and bid documents. Prepares detailed scopes of work for consultants; participates in the selection process, manages consultant contracts and reviews work of consultants. Recommends payment approval for contracts. Prepares construction contract documents through the collaboration of the Procurement (contracts) Office. Serves as expert witness in court cases pertaining to design, development activities and condemnation trials. Supervises, plans, directs and prepares engineering studies, feasibility reports, construction plans and cost estimates. Prepares and monitors the budget for the Transportation Capital Improvement Program Division . Coordinates engineering field surveys, and construction and maintenance activities performed by private utilities and contractors within public works. Serves as expert advisor on construction projects to technicians and engineers on complex design/construction problems and interprets specifications as required between engineers/technicians and contractors. Establishes training programs for subordinate engineers and technicians. Develops major program plans, establishes methodology for project prioritization, and establishes project plans and production schedules. Represents higher level supervisors including the County Engineer and Public Works Director at various meetings. Makes public presentations representing higher level supervisors including the County Engineer and Public Works Director to various groups. Drives a County and/or personal vehicle to perform required duties. Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency.
