The Position

Workplaces across Portland, the United States and the world are making tough decisions about how to protect their employees and community from COVID-19. We, too, find ourselves in the middle of this complex situation at the City of Portland.  We are committed to ensuring the health and safety for our employees and our community. As a part of this commitment, all City employees are required to be fully vaccinated, effective October 18, 2021. Proof of full vaccination, or documentation of plans to become fully vaccinated (e.g., partially vaccinated however too soon for second dose, etc.) will be required prior to being hired by the City of Portland. The required vaccination is a minimum qualification requirement to be hired by the City of Portland. The Office of Community & Civic Life (Civic Life) connects Portlanders with city government to build inclusive, safe, and livable communities. This position is a senior leader in the bureau’s administration. This position directly manages the Adapt to Impact, Neighborhood Services, Diversity and Civic Leadership, Youth, and Immigrant and Refugee programs and is also responsible for partnership management and equity initiatives with civic engagement networks and government jurisdictions for the bureau.

This position strengthens the overall capacity of the bureau in key programmatic and operational areas. The position:

  • Directs the strategic development and continuous improvement of the bureau’s portfolio of highly visible and signature community and civic engagement programs for greater impact and efficiencies.
    • The District Coalitions component of the neighborhood services program will undergo a fundamental transformation in the coming years as we plan to assess three city-staffed district offices for a possible return to community ownership. This position will provide leadership and guidance to others in navigating multiple and competing community, organizational and political relationships in service of broader community- and civic engagement outcomes.
    • Adapt to Impact is a new functional area for the bureau aligned with long-term goals adopted FY 18/19. This position oversees the establishment of an interdisciplinary approach and team based consulting model to serve city bureaus through the program’s three overhead- and one general-fund positions in the areas advisory boards, public involvement, mental health and disability.
    • The multiple programs within this portfolio have been operating with an emergent framework supporting intentional or complementary program interactions. This position will continue to develop a rationale, case and narrative for this body of work reflecting the evidence base, understanding of complex adaptive systems and grounded in population-based approaches to strengthen the existing community engagement and leadership development approaches.
  • Oversees the bureau and program capacity to integrate culturally empowering community- and civic engagement practices into all services, programs, and organizational development.
  • Oversees the bureau and program capacity to strengthen equity based programs and services inside and outside City government within the span and scope of the bureau.
  • Works with the Director and Manager II, Strategy, Innovation and Performance, to develop a theory of change around the bureau’s civic engagement mission, leading to the development of a programmatic and research/evaluation framework that builds the evidence of collective program impacts. This body of evidence will inform program development and leverage additional resources from external sources (such as public/private partnerships and grants).
  • Works with the Director and program leads on budget development and administration, monitoring budget performance, and forecasting annual and multi-year program growth.
  • Develops and manages a multicultural team that applies a racial and social justice analysis and delivers equitable outcomes through distinct program areas.
  • Works with the Director and leadership team to implement the bureau’s strategic goals and intersectional equity efforts.
  • Works with the Director and leadership team to address complex community, bureau and citywide issues and goals.
  • Maintains and cultivates contacts and relationships within multiple professional and community fields (city governance, program-specific areas, policy realms, community, and more.)

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.).  In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.

  • A choice of two medical/vision plans and two dental plans.
  • Coverage is available to benefits-eligible employees, their spouse/domestic partner and eligible dependent children up to age 26.
  • For full time employees, the City pays 95% of the cost of coverage, you pay 5%.
  • The part-time employees' cost is pro-rated based on the number of hours in the employee's regular work schedule.

Short-Term Disability
  • Depending on your bargaining unit, you may be eligible for Basic Short-Term disability coverage which will pay up to 40% of pre-disability earnings for eligible employees
  • The benefit is available after a 14-day waiting period, and can continue for 90 days.
  • Pre-existing condition limitations do apply.
  • Employees may also purchase an additional 20% benefit (of your basic monthly earnings up to $1,667 per month) coverage.
  • Employee Assistance Plan (EAP) provides confidential counseling services for employees and eligible dependents.
  • Effective July 1, 2013, the plan provides up to five free visits per year.
  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.)
  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 112 hours of vacation each year initially. This accrual will increase over time.
  • Sick leave typically accrues up to a maximum rate of 40 hours per calendar year
  • 10 paid holidays each year
  • Three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
