The Associate Vice Chancellor, Risk & Safety Services (AVC RSS) reports to the Vice Chancellor of Business and Administrative Services (VC BAS) and manages the Risk and Safety Services Group of the Business and Administrative Services (BAS) division.  

The three primary functional areas for the position include; RSS operational oversight, institutional enterprise risk management (including safety, loss prevention and harm reduction) and institutional emergency preparedness and response. 
 
The AVC RSS provides direct university wide leadership during emergency incident response (providing interface with emergency responders, senior campus leadership, the University office of the President – UCOP, and others as required).  The AVC RSS provides general backup coverage for the VC BAS for emergency related activities and in support of the campus Emergency Management Policy Group.  

The AVC RSS collaborates with the VC BAS to set goals and strategic direction, and provides leadership for developing and implementing an overall enterprise risk management program for the institution.  The AVC RSS undertakes a variety of cross organizational efforts, working in concert with other principal and senior officers at the campus and system wide levels.  

This is a broad scope management level position that has substantial independent judgement and decision making authority. The AVC RSS has administrative authority, responsibility and accountability for making and implementing decisions based on a broad range of delegations to meet objectives in the areas of unit resource management, financial management, human resources, strategic planning, and compliance.  The position has authority to make independent decisions on highly complex issues, which have significant impact on unit operations and may have broad campus impact.

The AVC RSS directly supervises the Director of Transportation and Parking Services (TAPS), the Director of Environmental Health & Safety and Risk Services and the Director of the Office of Emergency Services and Designated Lead Campus Fire Marshal and has a dotted line supervisory responsibility for the Chief of University Police. Additionally, the incumbent supervises the RSS administrative team including the Business and Financial Manager, Executive Assistant to the AVC RSS, Coordinator for the Behavioral Intervention Team (BIT) and the RSS Project & Policy Analyst.  The position also manages the contract for the Fire Services Agreement between the City of Santa Cruz and the University and oversees for the Clery Act Compliance officer.

In addition to the operational responsibilities for the incumbent, there are a wide variety of programs, services, projects and policy initiatives that the AVC RSS has direct responsibility for development and coordination.  Several of these include leadership for the Behavioral Intervention Team (BIT), the Demonstration Operations Team (DOT) and various other operational teams, standing committees and advisory groups. The position is often assigned implementation responsibilities for policies and programs deployed by the UC Office of the President and/or the Chancellor and Vice Chancellor of the UCSC campus.

Risk and Safety Services (RSS) supports the institution through the development and management of a multidisciplinary portfolio to sustain a safe and healthy campus through managing risk, preventing injury and loss, and ensuring institution wide capacity for emergency preparedness, incident response, resilience and recovery. The unit has an operational budget of approximately $21 million with over 243 employees. The Police Department budget ($8,046,418) and staffing (43 employees) are overseen in a joint reporting relationship with the Vice Chancellor of Business and Administrative Services.

The Associate Vice Chancellor for Risk and Safety Services provides leadership for the broad scope of programs and services that support overall campus safety and operations.  

Qualifications include:

  • Education: Bachelor's degree in related area and / or equivalent experience / training.
  • Substantial experience in leading, developing and managing complex organizations with a diverse workforce and substantially broad scope of programs and services.
  • Demonstrated experience working in crisis leadership and incident response.
  • Ability to utilize sound judgment, discretion, and prudent exercise of authority in handling sensitive and confidential issues, and in formulating solutions to problems.
  • Excellent skills and abilities to set priorities, complete multiple and complex projects under pressure, independently and/or cooperatively with others.

Special Conditions include:

  • Must possess a valid license to drive in the state of California.
  • The selected candidate will be required to be able to transit to the campus within 1 hour for emergency incident response (as needed).
  • The selected candidate will need to be generally available for emergency management support 24 hours/7 days.
