Then you might be a great candidate as the next Strategic Project Manager on the City of Portland's
Strategic Projects and Opportunities Team, known as SPOT.

Based in the Office of the Chief Administrative Officer, the Strategic Projects and Opportunities Team plans and delivers projects, programs and policies with significant municipal or community impact. We conduct highly complex analyses on a wide range of management, administrative, financial, asset management and other organizational issues and provide advice to City executives.

For the next two years, your focus in this position will be convening the City's Charter Commission to evaluate Portland's form of government and engage the community in a conversation about its future. The Commission is appointed by the City Council and comes together at least once a decade to review the City charter and recommend changes. Community advocacy has sparked interest in considering a significant transformation to the way Portland elects leaders and manages day-to-day business.

As the project manager, you will lead the complex process of developing recommendations for consideration by the City Council – and, ultimately, Portland voters. Your duties will include facilitating Charter Commission meetings, initiating and analyzing research, engaging a broad range of stakeholders, briefing the Mayor and City Council, and guiding recommendations in partnership with Commission. You will serve as a strategic adviser to the City's Chief Administrative Officer and other executives, as well as a champion for community voices. This project will involve complicated financial, legal and political considerations, while also sparking passionate debate. The City is committed to elevating the voices of people of color and others who have historically been marginalized by government processes.

SPOT's work is politically sensitive, requiring independent judgment and discretion. We're looking for somebody with experience guiding complex projects that require extensive coordination, both within and across organizations. Successful candidates will bring excellent written and verbal communication skills and a track record of positive working relationships. It's essential that you can prioritize work and respond to emerging problems and opportunities. Knowledge of public administration and city service delivery is important, and so is experience advancing diversity, equity and inclusion. As a facilitator, you should be adept at advising committee members, supporting and guiding discussion, solving problems and coordinating work teams. You should also be prepared to oversee the day-to-day work of staff contributing to projects and manage contracts with consultants.

In addition to supporting the Charter Commission, you will guide other challenging and exciting projects to improve the way the City works and drive toward our "One City" vision – collaborating across bureaus to deliver the best possible outcomes for Portland residents. Your portfolio will include citywide policy development, strategic planning and organizational improvement.

We work in the newly reconstructed Portland Building, featuring collaborative workspaces, new furnishings and technology, an on-site gym and locker room, and many other amenities. Our team works hard, has fun and cares deeply about the community we serve. 

Any combination of education and experience listed below would be preferable but it is not required:

  • Education/Training: Bachelor's degree from an accredited college or university in management, finance, business administration, public administration, or a related field;

AND

  • Experience: Six (6) years of professional and responsible experience performing analytical or related work in a public agency.

To Qualify

  1. Demonstrated experience planning and managing multiple, complex projects or programs, preferably in the public sector.
  2. Ability and experience analyzing complex administrative, operational, economic, political and organizational problems, performing technical research, and explaining and applying relevant laws, regulations, ordinances and policies including evaluating alternatives and reaching sound, logical, fact-based conclusions and recommendations.
  3. Ability and experience facilitating meetings, task forces and discussions with a wide range of internal and external stakeholders, who may hold competing interests or desire varied outcomes.
  4. Ability and experience preparing clear, concise and comprehensive reports, correspondence and other documents appropriate to the audience, and presenting conclusions and recommendations clearly, logically and persuasively to a diverse group of audiences.
  5. Ability and experience establishing and maintaining effective working relationships with bureau managers and staff, elected officials, representatives of other governmental agencies, the public and others encountered in the course of work.

Short-Term Disability

  • The benefit is available after a 14-day waiting period, and can continue for 90 days.
  • Pre-existing condition limitations do apply.
  • Employees may also purchase an additional 20% benefit (of your basic monthly earnings up to $1,667 per month) coverage.
  • Employee Assistance Plan (EAP) provides confidential counseling services for employees and eligible dependents.
  • Effective July 1, 2013, the plan provides up to five free visits per year.
  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.)
  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 112 hours of vacation each year initially. This accrual will increase over time.
  • Sick leave typically accrues up to a maximim rate of 40 hours per calendar year
  • 10 paid holidays each year
  • Three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
