The Position



The City of Portland is seeking a highly motivated and qualified City Planner II Transportation Specialty (2-year Limited Term
) in the Portland Bureau of Transportation (PBOT).
 
The City of Portland Bureau of Transportation is seeking a highly qualified and motivated individual to lead the development of an agreed-upon and effective equity and community stabilization strategy to strengthen the delivery of transportation plans and projects.
 
Deep systemic disparities exist in our transportation system, and the needs and desires of underserved communities have too often been ignored in visions of Portland's future.
 
PBOT is committed to addressing structural racism and inequity to ensure that all Portlanders enjoy the same access to safe, reliable, and affordable transportation options, regardless of race, ability or income. This requires planning and delivering transportation improvements in a way that stabilizes communities and helps improve the economic and social conditions of our most vulnerable populations.
 
This position will advance several important actions:
 
1. Develop a clear and objective equity-focused framework and methodology for improving and evaluating:
a. policy development;
b. area and Citywide planning;
c. concept design, construction and delivery of projects; and
d. the monitoring of PBOT's relevant projects and programs to advance equity objectives.

2. Be a liaison to City efforts to address equity and displacement issues in a holistic, multi-discipline way.
 
3. Interact with the public and key stakeholders on equity-related planning issues.
 
4. Establish internal processes to position PBOT as a leader in addressing disparities in the transportation system and built environment.
 
5. Develop and implement specific community stabilization strategies for PBOT capital projects.
 
6. Develop transportation area plans and projects in support of City goals.

This position will be part of PBOT's Planning Division and will interact closely with the Capital Delivery Division to facilitate efficient and expedient delivery of transportation plans and projects.
 
City Planners II serve as project coordinators or lead planners on complex and often politically sensitive planning projects or significant technical planning studies, with responsibility from inception to completion of all projects or study activities. Responsibilities of the City Planner II (Transportation) include: performing advanced professional transportation planning, policy development, and project coordination; coordinating multiple projects and/or a single complex project; representing PBOT on projects with other Portland bureaus or partner agencies; providing technical support to project advisory committees or PBOT/City leadership; planning and implementing public involvement activities; and providing technical support to competitive transportation funding efforts. Incumbents are expected to apply their technical expertise and exercise sound independent judgment and initiative in developing solutions and making recommendations to resolve problems consistent with legal regulatory and policy provisions. Work is performed both independently and in a team environment.

To Qualify

The following minimum qualifications are required for this position:

  1. Knowledge of theory, principles, standards, practices of transportation planning in a growing urban multimodal environment, and inter-relationships between land use/economic issues and transportation issues.
  2. Experience applying transportation planning practices to complex planning studies or policy issues in an urban multimodal environment.
  3. Experience analyzing or interpreting a variety of data sources and presenting ideas and requirements clearly and persuasively, orally and in writing.
  4. Experience exercising sound independent judgment and reach appropriate conclusions within established policies and guidelines.
  5. Experience managing tasks and projects including budgets, schedules and /or quality of work product.

Short-Term Disability
  • Depending on your bargaining unit, you may be eligible for Basic Short-Term disability coverage which will pay up to 40% of pre-disability earnings for eligible employees
  • The benefit is available after a 14-day waiting period, and can continue for 90 days.
  • Pre-existing condition limitations do apply.
  • Employees may also purchase an additional 20% benefit (of your basic monthly earnings up to $1,667 per month) coverage.
  • Employee Assistance Plan (EAP) provides confidential counseling services for employees and eligible dependents.
  • Effective July 1, 2013, the plan provides up to five free visits per year.
  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.)
  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 112 hours of vacation each year initially. This accrual will increase over time.
  • Sick leave typically accrues up to a maximim rate of 40 hours per calendar year
  • 10 paid holidays each year
  • Three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
