The Position


 

The Portland Police Bureau is seeking a qualified Background Investigator to join their team.

This recruitment will remain open until 100 applications have been received or until the posted closing date, Friday, August 23, 2019, whichever comes first. Applications received after the 100 application limit has been reached will not be included in this recruitment process.

Background Investigators are responsible for performing professional assignments in support of law enforcement background investigative functions.

Responsibilities include:
  • Conducting personal history; and
  • Employment and credit reviews when applicable to determine the suitability of police officer candidates and Police Bureau employees.
Duties include:
  • Conducting objective investigative interviews with applicants using an equitable lens;
  • Obtaining relevant information from previous employers and personal references;
  • Utilizing a variety of law enforcement and/or other secure systems to obtain confidential information;
  • Accessing and reviewing other public and private records as necessary;
  • Preparing fact-based written reports detailing investigative results;
  • Traveling occasionally;
  • Conducting neighborhood checks to fulfill background investigations; and
  • Occasionally participating in recruitment activities such as attending various local and/or regional job fairs and community events.

These positions also guide successful police candidates through the entire hiring process. Incumbents in this position may also be required to respond after regular working hours and on weekends. Out of town travel is required.

A background in police work or experience conducting investigations for a law enforcement agency is desirable, but not required. 

Applicants must also possess the ability to successfully pass an in-depth background investigation.

To Qualify

Applicants must specifically address and demonstrate in their cover letter and resume how their education, training and/or experience, meets each of the following minimum qualifications:
  1. Knowledge of and experience as an investigator or experience as a highly skilled interviewer, working with policies, procedures, rules, directives, and applicable laws affecting law enforcement investigations and processes; 
  2. Ability to collect, evaluate, and interpret data, either in statistical or narrative form, using current technology tools or resources, and reach logical fact-based conclusions while maintaining confidentiality in accordance with all legal requirements; 
  3. Ability and experience planning and conducting interviews with candidates for employment, references, representatives of other agencies, and the general public while clearly and concisely articulating relevant information into an objective investigative report; 
  4. Ability to write grammatically correct and comprehensive reports, organize in-depth case files, communicate clearly in writing and orally, and present investigative findings in an objective manner in writing and orally to small groups; 
  5. Ability and experience in working successfully in a team environment while developing and maintaining effective working relationships with customers, other staff, union representatives, public officials, the general public, and representatives of other agencies.

  • The ability to successfully pass an in-depth background investigation.

    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.) 
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 80 hours of vacation each year initially. This accrual will increase over time. 
  • Sick leave typically accrues at the rate of 104 hours each year
  • 10 paid holidays each year
  • three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
