The Position


The Portland Police Bureau (PPB) is seeking a proven and experienced Senior Business Operations Manager to lead our Fiscal Services Division.

This is an at-will position which reports directly to the Assistant Chief of Services and oversees a diverse group of approximately 22 employees. This position is responsible for directing the Fiscal Services Division, which includes the Management Services Unit (Fleet, Facilities, and Quartermaster programs), and Alarms Unit.
 
The Senior Business Operations Manager serves as the Police Bureau's top budget and finance manager and provides expert financial and business advice and guidance to Police Bureau management.  The duties of this position entail the management and integration of a diverse group of complex programs and activities.  In addition, this position serves as the liaison between the PPB and other City bureaus in all Fiscal-related programs, technology and enterprise business issues and asset management issues.  This position serves as a major communication point with other City bureaus and plays an integral role in business process improvement and innovation to benefit both internal and external stakeholders and customers. The person in this role must be a change leader for the bureau, with the ability to think strategically and innovatively about business operations, long-term planning, and implementing best practices and equity and inclusion.
 
The Senior Business Operations Manager has direct responsibility for the following general service areas: payroll, timekeeping, accounting, grants, contracts, City Council documents, budget development and reporting, procurement, oversight of the Uniform Daily Assignment Roster and SAP change management, Management Services Unit (Fleet, Facilities, Quartermaster programs), and Alarms Unit. Fiscal Services Division ensures that the bureau adheres to all of the City's financial policies and procedures and the administrative rules associated with the division's areas of responsibility.  The division also has direct input into the development of bureau and City policies and procedures.

To Qualify

The following minimum qualifications are required for this position:
  1. Comprehensive knowledge and experience applying the principles, practices, methods, and techniques of business operations and financial management including: leadership; business management (operations, purchasing, contracting); complex financial analysis, research, and forecasting; operational, strategic, and long-term planning; public administration; program evaluation; budget preparation and administration; maintenance of public records; and business communication.
  2. Proven experience, knowledge, and ability in: effective and inclusive management and supervision of a diverse team; training; and conducting performance evaluations.
  3. Knowledge and experience applying the relevant federal, state, and local laws, statutes, regulations, and ordinances, and the ability to analyze, interpret, explain, and apply them and exercise sound, expert independent judgment within law and policy guidelines.
  4. Ability and experience applying creativity and flexibility in problem solving on complex and / or sensitive issues and problems to independently develop sound decisions, conclusions, and recommendations.
  5. Ability and experience communicating effectively, both verbally and in writing; preparing clear, concise and comprehensive reports, correspondence, studies, and other written materials; and presenting information, proposals, and recommendations clearly and persuasively in public settings.
  6. Ability and experience establishing and maintaining effective working relationships with those contacted in the course of work; demonstrate tact, diplomacy, and patience; and gain cooperation through discussion and collaboration.

    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.) 
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 80 hours of vacation each year initially. This accrual will increase over time. 
  • Sick leave typically accrues at the rate of 104 hours each year
  • 10 paid holidays each year
  • three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
