The Position


The Office of Community & Civic Life seeks a communications professional to join a dynamic team working to promote a culture of civic engagement for all Portlanders. As the bureau's first Strategic Communications Officer, this person will serve a key role in supporting civic engagement and increasing civic participation in our city, as well as shaping relationships with existing bureau partners, other civic organizations, and with those whom we aim to better serve.

Strategic communication is a cross-cutting discipline that blends together principles of rhetoric, technology, learning theory and culture, and more, to improve and deliver communication in a wide range of settings. The ideal person for the role will be an independent, creative thinker with a passion for storytelling, amplifying the voices of communities, and shaping a new narrative of who we are becoming as a city.

The Strategic Communications Officer (Public Information Officer classification) serves all program areas and the bureau overall and is charged with developing and implementing in these areas:
Develop and regularly update a communications plan and professional standards for representing the bureau and the City that can be measured against program-, bureau- and communications-specific goals.
• Continually assess and build the bureau's capacity to facilitate internal and external culturally-responsive practices for engaging a broad, diverse and evolving network of stakeholders in a multilingual, multicultural context. Develop and manage communications infrastructure including editorial and digital calendars, databases, and departmental budgets, cultivating relevant, effective channels for segmented audiences.
• Contribute to and support the implementation of the bureau's strategic goals and intersectional equity efforts.
• Work with the director and leadership team to frame conversations for constructive public dialogue and to address complex community and media relations issues in support of bureau and City goals.
• Serve as a primary point of contact for communications-related needs.
• Maintain and populate the bureau's main channels of communication, including digital platforms and collateral development. Work with bureau staff in project- and program-specific activities, including participating in special projects, providing training support and coaching in communications activities, and ensuring consistency of quality and message throughout the bureau.
• Maintain and cultivate contacts and relationships with media and other communications-related professions. Invited candidates will be asked to submit a portfolio of written, digital and designed communications materials as part of the interview process.
• Oversee the bureau's branding and the implementation of Civic Life's visual identity and message platform.

To Qualify

The following minimum qualifications are required for this position:
1. Ability to engage multiple stakeholders in the strategic assessment, planning and implementation for a multi-faceted organization.
2. Principles, methods and practices applied in design and implementation of public affairs, communications, social marketing and social media programs.
3. Demonstrated track record in framing contemporary issues related to civic engagement, community-led social change and issues of race, migration, disability and other equity dimensions.
4. Demonstrated track record in listening and building respectful relationships and co-producing narratives with diverse community partners.
5. Principles, methods and techniques of graphic design, layout and print production.
6. Principles, method and techniques of digital communication, social media and website design and maintenance.
7. Demonstrated track record of supervising staff and managing contractors including technical, research and creative consultants

  • Coverage is available to benefits-eligible employees, their spouse/domestic partner and eligible dependent children up to age 26.
  • For full time employees, the City pays 95% of the cost of coverage, you pay 5%.
  • The part-time employees' cost is pro-rated based on the number of hours in the employee's regular work schedule.

  • Employees may also purchase an additional 20% (of your basic monthly earnings up to $1,667 per month) coverage.
  • Employee Assistance Plan (EAP) provides confidential counseling services for employees and eligible dependents.
  • Effective July 1, 2013, the plan provides up to five free visits per year. 
  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.) 
  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.) 
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 80 hours of vacation each year initially. This accrual will increase over time. 
  • Sick leave typically accrues at the rate of 104 hours each year
  • 10 paid holidays each year
  • three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
