The Position

The City of Portland is seeking a dynamic leader to serve as
Portland's Active Transportation and Safety Division Manager!


This position supports PBOT's effort to create safe and livable streets, while being a national leader in innovation in Vision Zero, Safe Routes to School, Open Streets, Bike Share and Active Transportation.  As Division Manager, the candidate must have very strong communication skills, interpersonal skills and social equity competencies.  The Division Manager is responsible for representing the agency in the public and interfaces with other regional, state and federal partners on a regular basis.

This position oversees approximately 35 employees and a complex 5 million dollar budget, and has an influence on the bureau's capital program. A successful candidate will have an understanding of program operations, contracts, grants, and sponsorships.  The candidate will lead funding strategies and funding management for the Division. Understanding of procurement and managing of consultant teams is also preferred. This position will be expected to provide leadership to create and promote an equitable workplace that demonstrates an environment respectful of living and working in a multicultural society.

PBOT's Active Transportation and Safety (ATS) Division is responsible for coordinating the active transportation (bike, pedestrian and access to transit) and traffic safety programs for the Bureau. The ATS Division's programs and projects are designed to promote, encourage and build a safe and convenient system that serves the transportation needs of all Portlanders.  The Active Transportation and Safety Division includes three sections: Operations, Programs and Safety. Each Section has a section manager that is a direct report to this position. The Operations Section includes the employer transportation options program, bike share (BIKETOWN), bike parking, Street Seats and other similar programs that relate to use of the right-of-way, also called Livable Streets. The Programs section conducts culturally responsive outreach and education programs that encourage individuals to bike, walk, take transit, carpool, and car share in order to increase Portland's transportation system efficiencies and community health.  This includes Sunday Parkways and Smart Trips. The Safety team leads the agency's efforts on Vision Zero and Safe Routes to School, ranging from data evaluation, project identification, education and enforcement coordination.

  1. Knowledge of transportation principles, practices, current trends, regulations, standards and laws.
  2. Knowledge or experience in management, planning, and organization principles and/or program planning techniques while providing program services that support active transportation such as:  bicycling, walking, and encouraging transit use.
  3. Knowledge or experience applying program planning techniques including budgeting and objective development such as furthering equitable outcomes through program approaches.
  4. Knowledge or experience of effective employee management skills in a diverse workforce such as:  establishing performance requirements, monitoring performance, and coaching for performance improvement and development.
  5. The ability to establish and maintain highly effective working relationships with a wide array of community partners such as other governmental agencies, community and business organizations including school districts, health care providers, advocacy groups, and volunteer service organizations.

Short-Term Disability
  • Depending on your bargaining unit, you may be eligible for Basic Short-Term disability coverage which will pay up to 40% of pre-disability earnings for eligible employees
  • The benefit is available after a 14-day waiting period, and can continue for 90 days.
  • Pre-existing condition limitations do apply.
  • Employees may also purchase an additional 20% benefit (of your basic monthly earnings up to $1,667 per month) coverage.
  • Employee Assistance Plan (EAP) provides confidential counseling services for employees and eligible dependents.
  • Effective July 1, 2013, the plan provides up to five free visits per year.
  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.)
  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 112 hours of vacation each year initially. This accrual will increase over time.
  • Sick leave typically accrues up to a maximim rate of 40 hours per calendar year
  • 10 paid holidays each year
  • Three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
