The Position

If so, we encourage you to apply for the Development Supervisor II position in the Portland Bureau of Transportation (PBOT).
 
The Development Supervisor II will be responsible for leading the planning, implementation, monitoring and reporting of specific programs and activities, planning staff work schedules, monitoring review turnaround performance, mentoring staff for performance, and evaluating the performance of the unit.  Responsibilities are moderately broad in scope and moderate discretion is needed in carrying out the mission and goals of the organizational unit.  In addition to overseeing the day-to-day operations of the workgroup, the supervisor is also responsible for PBOT's role in the development of the Portland Online Permitting System (POPS). This work requires independent judgment and knowledge of City Codes, PBOT standard drawings and policies.
 
A successful candidate will possess the following skills:
 
Customer Service: Uses tact, discretion, and diplomacy in dealing with sensitive situations while collaborating closely with other bureau workgroups and inter-bureau partners including BDS, BES, Water, Parks, and Fire. 
Leadership:  Motivating and efficient.  Shows creativity in leadership while overseeing and evaluating the work of their team.  Develops and applies procedures to achieve annual goals, objectives, and work standards.
Decision Making: Uses sound judgment to make timely, informed decisions that take into fact the goals, constraints, facts and risks.

The following minimum qualifications are required for this position:

  1. Knowledge and experience applying city policy, code, and permit regulations while following the appropriate federal, state, and city laws/regulations.
  2. Ability and experience supervising the work of professional and/or technical subordinates.
  3. Ability and experience defining issues, analyzing problems, and developing sound conclusions.
  4. Experience effectively engaging in problem solving and team building while using tact and diplomacy to maintain and establish effective working relationships with internal and external stakeholders.
  5. Ability and experience communicating technical complex matters to non-technical individuals, such as policy makers
  6. Experience reviewing and interpreting permit documents, land use applications, construction plans, and other complex documents such as codes, ordinances, and regulations.
  7. Experience working with a variety of computer based applications such as: permit tracking & management, GIS mapping programs, Microsoft office programs, and human capital management programs such as SAP.

Short-Term Disability

  • The benefit is available after a 14-day waiting period, and can continue for 90 days.
  • Pre-existing condition limitations do apply.
  • Employees may also purchase an additional 20% benefit (of your basic monthly earnings up to $1,667 per month) coverage.
  • Employee Assistance Plan (EAP) provides confidential counseling services for employees and eligible dependents.
  • Effective July 1, 2013, the plan provides up to five free visits per year.
  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.)
  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 112 hours of vacation each year initially. This accrual will increase over time.
  • Sick leave typically accrues up to a maximim rate of 40 hours per calendar year
  • 10 paid holidays each year
  • Three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
