The Monterey County, Information Technology Department (ITD) consists of six (6) Divisions: Administration; Applications; Service Delivery; Enterprise Operations; Infrastructure; and Security. ITD resources are operated and maintained in a manner that supports high availability for utilization and minimizes the risk of business interruption. ITD's focus is on developing a sustainable, customer focused environment to enhance and improve the quality of technology services used by County departments for the benefit of all Monterey County residents, businesses and visitors.

The ITD, Applications Division seeks a Geographic Information System (GIS) Analyst to provide support in the areas of spatial data and digital mapping. The successful candidate will be knowledgeable of spatial data management best practices and techniques. The ideal candidate will have experience in maintaining GIS data using the Esri ArcGIS Suite and related tools, and will be comfortable working in a team environment interested in learning and developing new solutions that enable the County to better serve its residents and visitors. The Eligible List established by this recruitment may be used to fill current and future vacancies on a permanent or temporary basis County-wide.
 

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority in accordance with the Flexible Staffing Program and Guidelines.

Examples of Duties

Prepares map layers, performs spatial analysis, generates reports, and performs quality control procedures using GIS software; Enters new geospatial data through the use of digitizing devices, remotely sensed data capture instruments, and precision input of coordinate information through batch or interactive modes using knowledge of principles of cartography; Presents analysis results derived from spatial databases and external tables using GIS software visual media tools; Performs formal GIS needs assessments, describes the benefits of using GIS, advises clients regarding the evaluation of feasibility of applying GIS technologies to specific work flow processes, compares various system alternatives, makes recommendations for systems procurement and implementation, prepares time and cost estimates, and schedules installation of proposed systems; Designs and generates maps by specifying coordinate systems, scales, legends, feature symbology, and other cartographic techniques; Provides technical assistance to County staff.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills, and abilities:

Knowledge of:
Principles and techniques of GIS database design and data models; Spatial and geographic data sources, cartographic principles, geographic data analysis techniques, and GIS software operations and products; Cartography and geography including methods for describing the location and distribution of land and sea; Map composition, features, and themes; Application functionality of remote sensing data; Surveying principles and practices, algebra, trigonometry, and analytic and coordinate geometry; Capabilities of available computer hardware and software; Windows operating systems.
 
Skill and Ability to:
Develop reports, maps, and other data products; Gather, organize, and evaluate complex data, draw logical conclusions, and make effective recommendations for database and application development; Make presentations using visual media tools; Diagnose and analyze systems failures; Evaluate systems, assess needs, and perform cost and benefit analysis; Read understand, and interpret documents of complex technical and geographic subject matter, including maps; Gather, analyze, and evaluate technical information (including performing field surveys) and data sources using best practices to achieve cost-effective conclusions; Write clear and concise GIS systems specifications, bid proposals, training manuals, technical standards, or other documentation; Apply County and industry best practices, standards and policies; Work independently under limited supervision, exercise initiative within established procedural guidelines, and organize and prioritize work to meet deadlines; Communicate effectively both orally and in writing when making presentations and creating documents such as user guides; Establish and maintain effective work relationships; Follow oral and written instructions.

Examples of Experience/Education/Training

Any combination of training, education, and/or experience which provides for the knowledge, skills, and abilities required to perform the duties listed above is qualifying. An example of a way these requirements might be acquired is:
 
Two (2) year degree in geography, cartography, or other GIS-related field, and three (3) years of progressively responsible technical analysis, data collection, or cartographic experience; or five (5) years of progressively responsible technical analysis, data collection, or cartographic experience.

Additional Information

Conditions of employment include:
Successfully complete a background check to include fingerprinting; Possess and maintain a valid California Class C driver license and satisfactory driving record; Work outside of normal business hours on occasion as needed.

The physical and sensory requirements for this classification include:
Ability to work outdoors during field visits to measure and validate geospatial data, which includes working in rural areas, environments containing wet/slippery surfaces, sudden changes in temperature/humidity, exposure to sunshine, and exposure to allergens such as insect bites/poisonous plants.
