The City of Portland is seeking a highly-motivated Capital Project Manager III for the Capital Projects Division - a part of the Policy, Planning & Projects group within the Portland Bureau of Transportation (PBOT).  The Capital Project Manager III is a senior team leader and demonstrates strong technical expertise in providing direction on large, complex, high-profile, politically-sensitive transportation capital projects.  The Capital Project Manager III plans and manages all aspects of assigned transportation infrastructure project design, development and implementation including technical research/analysis, funding and cost analysis, scheduling, public involvement, project budgeting, project performance/ results and provides leadership for staff teams.  

This position will guide assigned projects to shape the city and support growth.  In order to accomplish this, they will work closely and cooperatively with the Policy, Planning and Project division staff  and consultant teams, as well as other City bureaus, regional partner agencies, and the public. Although not required, the ideal candidate will have experience with supporting the development and management of benchmarking, innovative and/or entrepreneurial projects that have the potential to impact transportation futures (e.g. mass transit, bridge structures, autonomous vehicles).

To Qualify

The following minimum qualifications are required for this position:

  1. Knowledge of public works project management principles, processes, systems, and techniques. 
  2. Knowledge of the practices of civil engineering and infrastructure design including modern methods of construction and/or structural design concepts.
  3. Experience providing assistance and/or leadership on assigned projects including planning, organizing, reviewing, and/or evaluating the work of professional, technical, and/or administrative staff.
  4.  Experience  to interpret and apply complex rules, regulations and/or ordinances.
  5. Experience to exercise sound independent judgment and initiative within established guidelines such as evaluating alternate project approaches and adopting effective solutions.
