The Position

The City of Portland is seeking a Business Analyst in the Portland Bureau of Transportation (PBOT). The Business Systems Analyst, in the Regulatory, Parking Enforcement, and Parking Operations of the Portland Bureau of Transportation, is responsible for working with internal and external bureau customers and software vendors to translate business and operational requirements into designs and specifications for workable information technology solutions.
 
Duties include interviewing customers to determine user requirements on specific information systems components; providing end user support - including issues tracking and troubleshooting, and executing and documenting quality assurance tests on systems software using IT industry-accepted processes and practices.  The Business Systems Analyst will train bureau customers on how to use new applications, or current existing business systems; coordinates customer support for assigned applications, develops customer manuals for applications, and will frequently serve in a project leadership role.

The Business Systems Analyst will collaborate with division stakeholders in the procurement process and review vendor responses to solicitations, participate on review panels to help select vendors to deliver software based solutions, and manage software implementation and and related software contracts. Experience in government public solicitation and procurement processes is preferred, but not required.  The Business Systems Analyst is expected to carry out their individual responsibilities with initiative, independence and creativity while exercising sound professional judgment and problem-solving skills.

To Qualify

The following minimum qualifications are required for this position:
  1. Knowledge of principles and methods of systems analysis including business process and/or entity relationship analysis tools and methods.
  2. Knowledge of basic database theory, design rules and development practices such as: data modeling, data flow and/or entity relationship analysis.
  3. Experienced with standard PC software packages such as word processing, spreadsheet, database and flowcharting.
  4. Experienced with the general functions, capabilities, characteristics and limitations of standard computer platforms and devices as they apply in performing business and systems analysis.
  5. Experienced in basic project management methods, tools and techniques.
  6. Knowledge & experience of the principles and practices of sound business communications orally and in writing.

Paid Leave
