The Position

The City of Portland is seeking a Senior Engineering Associate- Traffic Specialty in the Portland Bureau of Transportation (PBOT).  Senior Engineering Associates with a Traffic Specialty are responsible for performing intermediate to complex traffic engineering work involving the application of advanced technical engineering knowledge to the design and operation of the City's transportation system.  Duties may include designing and reviewing plans and specifications for traffic control devices, transportation infrastructure and street lights; designing and reviewing electrical wiring for signalized intersections; managing construction or maintenance projects; performing traffic analysis and selecting traffic signal phasing and timing to maximize efficiency and safety of City's arterials for all modes of transportation; creating as-builts; and records keeping. Work may also include investigating and resolving traffic safety and operations problems, reviewing and approving work zone traffic control plans, reviewing and analyzing Traffic Impact Analysis and/or providing support for Transportation Development Review. Additionally, this position may oversee, coordinate, review the work of support staff, technical, and entry level engineering staff, and inspect field installations by contractors and city personnel.  The Senior Engineering Associate works with a broad range of customers and is expected to deliver a high level of customer service and to carry out their individual responsibilities with initiative, independence and creativity while exercising sound professional problem-solving skills.

To Qualify

The following minimum qualifications are required for this position:
  1. Knowledge of fundamentals of traffic engineering principles, practices and procedures
  2. Knowledge of traffic control devices and equipment design, operation, materials, construction techniques, and/or electrical safety including the provisions of the Manual on Uniform Traffic Control Devices.
  3. Knowledge of and experience utilizing electronic computer capabilities, traffic analysis software and/or operating principles as applied to traffic control
  4. Ability and experience interpreting and preparing traffic design engineering and street lighting designs and specifications
  5. Ability and experience analyzing and modifying the design of streets, intersections and/or traffic control devices in order to reduce collisions and congestion
  6. Ability and experience in analyzing the effects on traffic conditions of proposed changes to the transportation system, such as capital improvement projects, development actions and construction
  7. Ability and experience interacting effectively, to problem solve and partner with citizens, community groups and/or contractors and to negotiate agreements with contractors and the public
Applicant must also possess:
  • An Engineer-In-Training Certification (passed State Fundamentals of Engineering (FE) examination) at time of hire
  • A valid state drivers license at the time of hire.

Paid Leave
  • 80 hours of vacation each year initially. This accrual will increase over time. 
  • Sick leave typically accrues at the rate of 104 hours each year
  • 10 paid holidays each year
  • three personal days accrue each year

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
