Maintaining and Delivering Regional Data The Technical Services Department provides SANDAG member agencies, elected officials, other agencies and organizations, and the public with information and technical resources for regional planning, funding, and policymaking efforts. The Department is built around a broad range of areas of expertise such as land use and transportation modeling, programming and website development, applied social research, public safety, demographics, and economics, but the common theme is data. In many ways, the information that the department gathers, analyzes, produces, delivers, and maintains is essential to the success of SANDAG. The Technology Solutions Division, administers the data centers that support the agency’s modeling, forecasting, analysis, mapping, and visualization tools. These data centers include a wide range of spatial and non-spatial data acquired and maintained by a team of highly skilled professionals responsible for the development and delivery of the SANDAG activity-based transportation model, economic and demographic estimates and forecasts, geographic information systems, and criminal justice research. The Database Administrator will support the agency’s data governance initiative, and work closely with the Information Services and Data Solutions teams to ensure that database servers and data are managed strategically, using industry best practices to ensure data integrity and system security, while enhancing workflow efficiencies. Database Administrator The Database Administrator will maintain and support the department’s production, test, and development databases predominantly running Microsoft SQL Server. The department generates and archives a wide range of demographic, economic, and transportation data, as well as geographic information system (GIS) data to support numerous modeling, forecasting, analysis, visualization, and Web applications. The department operates both Online Transaction Processing (OLTP) and Online Analytical Processing (OLAP) databases to support the agency’s short- and long-term regional planning activities. Job Responsibilities This position is ideal for an experienced Database Administrator with strong knowledge of relational database systems, both spatial and non-spatial. We anticipate significant career development will occur while working on the types of duties and responsibilities described below and through mentoring and close collaboration with senior staff. Examples of primary responsibilities include: Work with department staff to plan, design, develop, monitor, and maintain databases hosted on various servers that serve applications across the agency; provide technical input to staff and management regarding database activities. Perform database administration duties; maintain user access; perform database backup and recovery; ensure data integrity; design, create, and maintain physical objects including tables, files, partitions, and indexes; create and maintain reports and dashboards in Structured Query Language (SQL) server reporting services. Design and manage schemas and database roles for effective data access and maintenance routines; develop and implement change management procedures including version control; create and maintain database dictionary. Perform installation and testing activities for different servers and software releases; prepare, maintain, and coordinate the test planning and implementation of modifications; ensure completion of quality assurance/quality control procedures. Monitor database performance and troubleshoot problems; provide solutions based on analysis and research using knowledge of operating systems, relational databases, and database technologies; resolve database capacity and connectivity issues. Design, develop, and maintain data warehouses that serve as a central repository of data from disparate data sources across the department. Design and develop reporting and data analysis solutions based on the data warehouse, using industry standards and best practices. Prepare and maintain database design documentation and provide training to business users and technical staff. Support GIS staff in the design, development, integration, and maintenance of complex geographic databases and related tables, forms, feature services, and reports. Prepare and maintain technical documentation of database and geoprocessing programs and procedures; prepare and maintain metadata; maintain accurate and organized records, prepare reports on database system health and change management. Coordinate with staff on the development and maintenance of SQL Server Integration, Analysis, and Reporting Services (SSIS, SSAS, SSRS) packages to streamline and standardize extract, transform, and load (ETL), report generation, and analysis services. Coordinate with Centers of Excellence within the Technical Services department regarding the development of best practices for analyzing data through the use of business intelligence and visualization software. Participate in the development and implementation of new or revised programs, policies, procedures, and methods of operation; monitor and evaluate various systems and processes; recommend and implement enhancements to ensure effective systems and services are in place. Research, collect, compile, and analyze information from various sources and prepare comprehensive technical records, reports, and summaries; present and interpret data, identify alternatives, and make and justify recommendations. Participate on inter-departmental and inter-agency teams assembled for applicable projects. Provide after hours and on-call service as necessary to support the high-availability, high-performance, database systems requirements. For this position, we are searching for a candidate with an aptitude for analytical thinking and problem solving who is organized, flexible, and can be relied upon to meet deadlines while working on multiple projects. Excellent communication skills, the ability to work collaboratively, and the use of sound judgment are important. The minimum education, training, and experience qualifications include a bachelor’s degree with major coursework in computer or information science, engineering, geography, mathematics, or a related field and five years of recent experience with Microsoft SQL Server database administration. An advanced degree is desirable. The following information describes the specific types of career experiences that are most relevant to this position. Knowledge of database concepts, design, and processing techniques, including database administration, documentation, maintenance, implementation, security, and data transformation. Knowledge of database design standards, configuration, tools, and services for database management systems; experience developing SQL queries, stored procedures, functions, and views; demonstrated ability to work with data from numerous sources. Knowledge of advanced principles and practices of relational database management and design, including the integration of database structures. Demonstrated expertise designing and maintaining spatial databases, including ESRI enterprise geodatabases; experience compiling, evaluating, and integrating data from multiple GIS sources; experience with ESRI Spatial Database Engine (SDE) software is desirable. Experience managing spatial data in SQL Server, including a working knowledge of SQL Spatial data concepts and best practices; experience with JSON and GeoJSON loading and conversion as it relates to SQL Server. Working knowledge of programming languages, such as C#.NET, Java, Python, ArcPy, SAS, SPSS, that interface with relational databases. Experience working with users to design and implement database tables, elements, standards, and create supporting documentation. Experience with physical and logical database design, data security, development of plans for the conversion of existing systems to database systems, database recovery, and backup techniques, on-line CICS data inquiry and updating, and optimum processing techniques also is required. Demonstrated ability to establish and maintain effective working relationships with those contacted in the course of work including agency and other government officials, community groups, and the public to gain cooperation and consensus through discussion and persuasion. Strong written and oral communication skills, including the ability to identify user needs and effectively communicate technical information to non-technical users. Excellent organizational skills and the ability to manage several concurrent projects at various stages of completion; ability to establish and maintain priorities and work independently. Demonstrated computer software proficiency using various programs from the Microsoft Office Suite and other PC-based applications. The selected candidate can anticipate a driving record check upon hire, and approximately annually thereafter. The results of the check may determine whether the selected candidate will be permitted to drive for SANDAG business. This Database Administrator has an annual salary range of $70,959 to $118,076; the starting salary will depend on the qualifications and experience of the selected candidate.
