The City is seeking a collaborative and impactful leader to join the Bureau of Revenue and
Financial Services as the City Treasurer. This is a unique opportunity to leverage leadership,
analytical, technology and strategic planning abilities to positively shape the development of a
high growth organization.

About the City Treasurer Position
Under the direction of the Chief Financial Officer, the City Treasurer provides strategic guidance,
policy development, and day-to-day supervision of treasury staff to ensure that all applicable
City policy, contractual, and compliance requirements are met, and to support achievement of
the City's corporate financial strategies.
The City Treasurer leads a team of direct reports to deliver centralized banking, cash
management, and merchant service solutions to Bureau customers; negotiates and manages
contracts for the City's banking, merchant, and investment related services; develops and
maintains City's Investment Policy and administers the City's $1.5 billion investment program.
The City Treasurer is the business owner for the City's compliance with the Payment Card
Industry Data Security Standard, serves on the City's Deferred Compensation Plan Committee,
chairs the City's Investment Advisory Committee, and administers the City's foreclosure sale

The City Treasurer plans and manages the work of Treasury Division staff; proactively develops
collaborative relationships with programmatic and finance staff throughout the City and with
peer BRFS Division Managers; identifies technological solutions for delivering treasury services;
collaborates on the development and maintenance of City's Comprehensive Financial
Management Policies; and, provides leadership in programs and activities that promote
workplace diversity and a positive employee relations environment. For more information

About the Bureau of Revenue and Financial Services
The Bureau of Revenue and Financial Services (BRFS) is overseen by the City's Chief Financial
Officer and provides centralized financial services, revenue collection, business regulation,
financial reporting and compliance to all City Bureaus. BRFS is an organization of 150
employees, with an annual operating budget of $65 million, and includes the six divisions of
Accounting, Debt Management, Grants Management, Procurement Services, Revenue, and

The following minimum qualifications are required for this position. Applicants must
specifically address and demonstrate in their cover letter and resume how their education,
training and/or experience meets each of the following minimum qualifications.
1. Knowledge and experience applying the principles, practices, methods, techniques, legal and
regulatory framework that govern the cash management of public funds.
2. Knowledge and experience applying the principles, practices, methods, techniques that
govern the delivery of merchant (payment card) services.
3. Knowledge of the principles, practices, laws and regulations governing the operations of

financial markets and institutions and the investment management of public funds.
4. Knowledge and understanding of general accounting and investment accounting principles as
they are interpreted by the Government Accounting Standards Board (GASB).
5. Ability to analyze and make sound recommendations on complex financial and investment
issues, data and operations.
6. Ability to develop and maintain effective working relationships with internal and external
stakeholders including but not limited to all levels of City management and elected officials,
employees, outside auditors, and citizen groups.
