Job Description

The Region 1 Survey and Right-of-Way Unit supports planning, project delivery, and maintenance efforts. Employees in this technical discipline have expertise in land surveying, right-of-way (ROW) engineering, and preparation of ROW drawings, government plats, property descriptions, and exhibit maps necessary to convey real property, real estate appraisal, valuations, property easements, acquisitions, relocations, and negotiations.

Our Survey/Right-of-Way Unit is seeking a manager to be responsible for:

  • Ensuring that the delivery of the Region 1 transportation system improvement projects occur on time and within budget.
  • Supervising right-of-way staff responsible for real property easements and acquisitions.
  • Supervising professional land surveyors and engineers responsible for field survey, cadastral, mapping and modeling functions.

Duties & Responsibilities

  • Manage the planning, schedule assignments, and evaluate employee work.
  • Prepare and manage an annual operating budget.
  • Act for the Technical Center manager and/or Region Project Delivery manager and address stakeholders on agency programs and policies.
  • Identify and evaluate agency risk and recommend action and/or independently act to ensure agency compliance with applicable guidelines.
  • Review public complaints and legislative inquiries and recommend appropriate action or referral.
  • Interact with media concerning ODOT projects or programs.
  • Structure activities in work unit to promote and foster a diverse and healthy workplace.
  • Supervise staff and evaluate staff performance.
  • Participate in employee selection, orientation, and training.
  • Plan and schedule survey crews within the region.
  • Monitor progress and supervise location surveying, preparation, stamping and filing of legal survey maps, design base maps, staking of proposed ROW lines and monumentation of acquired ROW.
  • Supervise the planning, scheduling, and assigning of ROW activities.
  • Manage the planning and direction of activities of appraisal, acquisition, and relocation of real estate needed for public improvement projects.
  • Meet with property owners and other stakeholders to explain project plans and procedures to answer related questions.
  • Manage the planning and direction of management home purchase program for Region 1.

Qualifications, Required & Requested Skills

Minimum Qualifications:

Pathway One: Three years of management experience in a public or private organization that included responsibility for each of the following:
a) Development of program rules and policies.
b) Development of long- and short-range goals and plans.
c) Program evaluation and
d) Budget preparation.

OR

Pathway Two: Two years of management experience in a public or private organization that included responsibility for each of the following:
a) Development of program rules and policies.
b) Development of long- and short-range goals and plans.
c) Program evaluation and
d) Budget preparation.
AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

OR

Pathway Three: Three years of professional experience as a program/project leader,
a) Assigning and reviewing work of professional staff (e.g., engineers, etc.).
b) Project responsibility for developing goals and objectives.
c) Project evaluation and 
d) Monitoring and controlling or preparing a budget.

Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Working Conditions:

  • Typical office environment.
  • Frequent travel required to project locations or other cities to meet with management teams, remote crews, and project teams.
  • Occasional travel required to the homes or places of business of property owners and appearances in courts of law, hearings, and public meetings.

$69,240.00 - $101,952.00
