Montgomery County Department of Transportation is looking for a professional to coordinate and monitoring the Capital Improvement Program (CIP) budget and the Operating (PSP) budget for the Department of Transportation (DOT). Employee also develops and monitors the Operating budget and CIP projects for the Director’s Office division.
Duties include: providing division staff with instruction on each year’s CIP and Operating budget submission requirements; planning and conveying division submission schedules; reviewing division CIP and Operating budget submissions to ensure adherence to County and departmental goals and policies; prepare the department submission to incorporate division requests in compliance with submission requirements; coordinate supplemental appropriations as needed; schedule briefings and communicate recommendations to management on CIP or Operating budget submissions; coordinate responses to questions, requests for additional information, and problem resolution from Office of Management & Budget and/or Council staff; conduct management analysis, program evaluations; coordinate annual review of encumbrance liquidations at year-end; attend applicable meetings with other agencies and Council sessions.
Duties also include: reviewing and approving all payments and P-card transactions for the Director’s Office, Administering systems access for the Department and year-end Finance Office requests coordination.
Employee will be working with DOT staff as well as those from the Office of Management and Budget and the County Council in the preparation and review of the CIP submission.
Work is conducted with a moderate degree of supervision. Knowledge of work assignments and the ability to independently set priorities, plan and develop methods and processes to accomplish tasks, and meet deadlines is required.
